Digital Health Capability SME

Leidos is seeking a Digital Health Capability SME to work remote and support our $4.3 billion DOD Healthcare Management System Modernization (DHMSM) program in Vienna, VA, providing the modernization, global deployment and sustainment of the Electronic Health Record (EHR) capabilities for the Department of Defense. The Digital Health Capability SME will join the Digital Health team and support the implementation of new capabilities for the MHS GENESIS ecosystem.

Primary Responsibilities

Lead analysis and develop solution recommendations of clinical and business implementation for the virtual health programs for the worldwide DOD Military Treatment Facilities and beneficiary community.

Coordinate action identification and closure to support the implementation, integration and sustainment of the project’s capabilities.

Apply virtual health, military operations and health business experience for baseline and implementations status, messaging, strategies and tactics. 

Prepare, contribute to, and review presentations, tip sheets, and products to beneficiaries, care teams, MHS leaders and other stakeholders related to DH

Familiarity with DOD telehealth operations sharing, particularly with legacy and modernization systems.

Apply deep knowledge of DoD and Defense Health Agency clinical systems to analyze, recommend and provide insight to medical treatment facility, DHMSM teams, and others for optimal implementation of system.

Engage and coordinate with site representatives prior to, during, and post solution deployment.

Facilitate increased adoption of the solution.

Support the enterprise transition of the legacy Telehealth platform to the new solution.

Facilitate increased adoption of the solution at multiple levels within military treatment facility.

Follow DHMSM established Change Management (CM) and Release Management (RM) practices.

Review and recommend update to established standard operating procedures, workflows, and metrics.  Apply industry, Defense Health Agency, and military treatment facility best practices to change management and adoption activities.

Communicate with Product Owners, vendors, integration teams, and technical teams.

Identify, contribute and escalate risks and issues to the Implementation Lead, Solution Architect, and Technical Project Manager to ensure timely resolution.

Self-starter who is comfortable working independently within a matrixed organization.

Required Qualifications

US Citizen with ability to obtain and maintain ADP2/IT2 Public Trust and complete a T3 background investigation. Federal Government requirement.

Virtual health, electronic health record, clinical operations, operational planning, and direct relevant DOD health data experience in delivering capabilities to the DOD medical community, worldwide.

Current and relevant experience delivering health solutions for the Defense Health Agency

Adept and knowledgeable of the DHA military treatment facility organization, recent and relevant experience working with stakeholders implementing health solutions.

Virtual health and clinical operations process and workflow mapping.

Familiarity with Defense Health Agency systems such as medical Joint Active Directory (mJAD), Application Virtualization Hosting Environment (AVHE), and MHS Service Helpdesk.

Virtual health troubleshooting experience.

Support 24/7 operations team, as required.

Minimum Qualifications

BS Degree and 15+ years or MS and 10+ years of prior relevant experience

In-depth understanding of health data technical principles, theories, concepts, and application in solutions. Serves as a subject matter expert within technical domain area Experience with:

DOD health solution and data management experience

Defense Medical Information System Identification (DMIS ID) realignment

Analytics and Reporting

Strong verbal & written communications skills, ability to communicate complex technical concepts.

Demonstrated self-starter and team contributor with strong analytical and problem-solving skills.

Demonstrated experience performing requirements decomposition, creating site surveys, design plans, installation plans, and other contract deliverables (CDRLs)

Close familiarity with DoD historical and current telehealth solutions

Experience with change management principles and implementation

Experience and general knowledge with Amazon Web Services, Active Directory, Cisco solutions

Experience with DOD/DHA cybersecurity and zero trust policy and implementation standards

Preferred Qualifications

US Citizen with an active DoD Public Trust, Tier 3 (ADP-2) or higher active investigation

Master of Science – Biomedical Engineering

15+ years prior DOD Health experience

Experience in telehealth PM or SME role within DoD within last 2 years

Expertise in DoD Project Extension for Community Healthcare Outcomes (ECHO) Program

Experience in multi-faceted specialty telehealth implementation and support such as Post Traumatic Stress Disorder (PTSD), Traumatic Brain Injury (TBI), Phobia Disorders and addiction dependencies, transgender support, infectious disease and chronic pain

Pay Range:Pay Range $126,100.00 - $227,950.00
