JOB PURPOSE

The purpose of the role is to provide support within the Compliance division in its wide range of activities in Singapore and other offices in Asia Pacific; working as a key contributor as part of a small team across the Asia Pacific region. Assisting Head of Compliance Asia Pacific to act as the subject  expert for revising and implementing compliance review and monitoring program. Capital Markets Compliance is a global team providing independent oversight of compliance with applicable regulatory requirements, and assists in reducing and managing regulatory risk.  The  Compliance function  focuses on requirements that govern the relationship between CIBC and its clients, including, in particular, those relating to prudential standards, investor protection, sales and trading practices in capital markets activities.  Capital Markets Compliance is dedicated to providing high quality, timely and innovative compliance services on a cost effective basis.

PURPOSE OF POSITION

Providing  Compliance support to the Capital Markets and Corporate & Investment Banking in Singapore as well as other regional projects in Asia Pacific, including but not limited to regulatory compliance self-assessments, advisory, policy drafting,  monitoring & testing, desk reviews, regulatory information requests, surveys as well as conduct and culture initiatives.

KEY ACCOUNTABILITIES

Support the Head of Compliance Asia Pacific to serve as a local point of coordination in Singapore in interactions and communications with the Monetary Authority of Singapore and applicable regulators and industry associations for regulatory correspondences.

As directed by the Head of Compliance Asia Pacific, the incumbent provides compliance support, guidance and advice to Capital Markets and Corporate & Investment Banking on development and enhancements of relevant policies and procedures.

Implement review on end-to-end processes to comply with regulatory changes, conduct independent regulatory assessments and compliance reviews to assess the effectiveness of existing controls, policies, and procedures related to banking, securities, cross-border activities and related exemption frameworks.

Compile daily and monthly regulatory compliance self-assessment reports and conduct independent compliance reviews

Work with stakeholders to identify potential compliance risks, and develop appropriate mitigation strategies to address any compliance gaps or issues

Responsible for identifying and evaluating regulatory compliance risk and control issues and provide recommendations for improvement. 

Update internal compliance policies/procedures when necessary and communicate the updates to the line of business

Follow up management actions/ rectification actions to resolve findings identified in compliance reviews and examinations undertaken by the regulators

Participate in initiatives/projects that relate to Asia Pacific Compliance. These projects will have firm wide impacts and may be cross-functional in nature

CROSS-FUNCTIONAL RELATIONSHIPS

The job requires working closely with the Global Regulatory Affairs and other governance functions (e.g., Risk Management, Internal Audit, Legal, Privacy, Finance, etc.) and the business units. The job may also require participating on cross-functional teams in order to support initiatives from other groups. Cross-functional relationships will include Executive level engagement.

Frequent interaction with the regulators will be required for meeting coordination or document submissions.

COMPLIANCE REQUIREMENTS/RESPONSIBILITIES

JOB DIMENSIONS

The scope of responsibility spans across CIBC Businesses and Infrastructure groups. This is an individual contributor role with no direct reports. It is a technical and strategic position that requires:

KNOWLEDGE AND SKILLS

Undergraduate degree or above and relevant professional qualifications in regulatory compliance, banking, risk management or accounting or equivalents.

Working experience of 9 years or more with regulatory and business compliance knowledge across different areas and governance processes in the corporate and investment banking, treasury and capital markets business, including but not limited to FICC and over-the-counter derivatives.

Solid working knowledge in supporting licensing and regulatory compliance issues in Singapore for Capital Markets Services Licensees and Exemption Financial Institutions, cross-border exemption arrangements and applicable regulatory requirements and guidelines issued by the MAS other applicable regulatory authorities; understanding of general regulatory practices in another jurisdiction in Asia Pacific would be a plus.

Well-developed communication skills sufficient to convey factual and conceptual information on issues requiring detailed explanation and interpretation.

Well-developed writing skills for policy drafting and articulation of ideas and opinions that involve analysis, interpretation, and assessment.

Advanced working knowledge of Microsoft Office applications; project management experience an asset.

Excellent communication and presentation skills.

Excellent relationship building abilities.

Strong analytical and information/data management skills.

WORKING CONDITIONS

Operates in normal office environment and working from home if necessary.
