DIRECTOR, CORPORATE CONTRACTS

Job Summary:

Duties and Responsibilities:

- Contracting Officer with unlimited signature authority. Responsible for ensuring that all corporate contracts, concessionaire services, licensing agreements, leases, consulting services, consolidated procurements and individual purchases are properly planned, coordinated, and contracted in an economical and timely manner.

- Plans, organizes, and implements contracting/procurement operations for all types of contracts negotiated by NEXCOM and field activities.

- Develops and implements prototype solicitation packages for unique systemwide and regional contracts, requiring innovative, specialized and non-standard acquisition action such as third party construction efforts, best value procurements, etc.

- Serves as Contracting Officer with unlimited authority to enter into contracts using nonappropriated funds. Pre-Award review and approval of acquisitions. Provides contract administration of headquarters procurement actions. Provides guidance and assistance to field contracting activities.

- Supports contracting efforts by implementing/maintaining; long term and short term planning, requirement forecasts, objectives, priorities, feasibility studies and options; productivity and other effectiveness/efficiency standards; information gathering and analysis; scheduling work assignments; assessments of individual capabilities and needs; EEO and other government-wide personnel utilization programs.

- Meets with senior industry representatives towards initiating new procurement initiatives and to resolve contractual problems.

- Supervises a staff of management and clerical contracting personnel.

- Reports directly to Director, Corporate Contracts Division. In the absence of the Director, Corporate Contracts Division, may serve in an acting capacity.

- Performs other related duties as assigned.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.

EDUCATION: a 4-year Baccalaureate degree in any field.
OR

24 semester hours of bachelor degree level classes in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND

SPECIALIZED EXPERIENCE: Five years of progressive contracting experience, (government or private sector) that allowed the candidate to demonstrate the ability to execute a majority of the following: Develop and implement prototype solicitation package for unique system wide and or regional contracts, requiring innovative, specialized and nonstandard acquisition methodology; Independently prepare and issue a request for proposals; Demonstrate knowledge and/or conduct negotiations with offerors, including independent preparation of appropriate correspondence; Demonstrate knowledge of competitive range determinations, including how to determine offerors to exclude and including competitive ranges; Independently evaluate proposals, and prepare contract action clearance documentation or contract review board memorandums. Present cases to the contract review board to award large purchase; debrief unsuccessful offerors and/or independently prepare appropriate documentation to provide debriefing information to unsuccessful offerors.
