Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.The Department of Financial Services is seeking candidates for the position of Director, Financial Services Frauds Bureau in the Frauds Bureau. Duties include, but are not limited to, the following:• Plans and oversees all operations of the Bureau, including the planning, organization and implementation of procedures and practices followed by all Frauds Investigators;• Establishes policies and regulations;• Devises and approves standards and methods for the selection of cases, and reviews and revises standards as conditions warrant;• Meets with industry officials and others to establish confidential agreements for receipt of sensitive information on suspected insurance fraud;• Oversees regulatory, administrative and personnel activities for the bureau;• Meets with prosecutorial officials on the status of cases referred for prosecution;• Reviews, analyzes and comments on changes in rules, laws and regulations related to fraud; and• Other duties as assigned.
Minimum Qualifications Preferred QualificationsThis will be an exempt appointment. The incumbent will be designated as a peace officer and must be a United States citizen, reside in New York State and maintain New York State residency during employment, as well as meet all other requirements related to peace officer status. The preferred candidate will have a minimum of ten years of experience in law enforcement leading to criminal prosecution with at least five years of senior level management experience and extensive experience in the conduct and/or direction of complex fraud investigations. Experience should also include:• Proficient management of undercover operations and utilization of electronic surveillance equipment, skill in managing or providing expert testimony and successful working relationships with various District Attorney’s offices.• Strong leadership and communication skills, the ability to plan and execute strategic initiatives and an ability to evaluate policies for effectiveness.• The design and promotion of data collection and creation and/or modification of policies based upon data analysis. • The establishment of ongoing staff training and development programs for law enforcement or investigative operations.Appointment method:This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
Additional Comments Please note that a change in negotiating unit may affect your salary, insurance and other benefits.Salary: $152,191 – $191,427 (salary commensurate with experience)Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,400 annual downstate adjustment.Appointment Status: This is an appointment to a position in the exempt jurisdictional class.Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.Please be advised that the New York State Department of Financial Services does not offer sponsorship for employment visas.
