Director, Health, Safety, and Environmental (HSE) ($123,092 - $196,949 DOE)
**Description** **Essential Duties** + Operate safely and in compliance with all established HSSE policies and procedures + Develops, implements and monitors Occupational Safety and Health Programs for Carlile’s eight terminal locations and the local and line-haul routes that Carlile drivers navigate daily. + Principle company representative for all regulatory inspections; technical resource providing guidance and ensure HSSE compliance + Perform Root Cause Accident Investigations, including the taking of statements and productions of analysis of incidents, and recommendations for appropriate remedial action. + Ensures the company’s safe and complaint handling and documentation of hazardous materials and hazardous waste + Develops, implements, trains and monitors OSHA, DOT, EPA and DOD programs for multiple terminals in multiple states + Ensures compliance with company Safety Permit and safety permit renewal requirements + Chairs monthly Safety committee meetings and maintains minutes + Ensures compliance with government health and safety regulations. + Conducts on-site visits to all locations to evaluate and audit HSE policies and procedures and effectiveness of those programs + Performs inspections of work sites for compliance with OSHA standards including limited hazardous materials, life safety, emergency response, industrial hygiene and fire hazard exposures. + Reviews all incident investigation reports along with supporting documents. Analyzes and interprets accident or incident reports and reviews recommendations for correction action to eliminate unsafe conditions and assist in their implementation + Reviews all incident investigation reports along with supporting documents.  Analyzes and interprets accident or incident reports and reviews recommendations for corrective action to eliminate unsafe conditions and assist in their implementation. + Develop post-inspection written reports and recommend corrective action. + Manages PPE/work uniform program + Oversees and assists in the development of internal audits; participates in annual safety audits at all locations + Updates and participates in quarterly safety audits at all locations. + Maintains safety files and records; submits required monthly and annual reports to parent company, and prepares reports for management as needed, including safety KPI. + Prepares an annual OSHA log and ensures it is posted + Contact with regulatory agencies, insurance inspectors, environmental and safety consultants, and subcontractors as required. + Produces annual OSHA reports and responds to OSHA related data requests + Based on the nature of the accident, may perform accident investigations, including the taking of statements and productions of analysis of incidents, and recommendations for appropriate remedial action + Oversees inspections of work sites, including review of hazardous materials, life safety, emergency response, industrial hygiene and fire hazard exposures + Reviews post-inspection written reports and recommends corrective action + Collaborates with Risk Management and Saltchuk Insurance Representative; assists with Workers Compensation claims and auto freight liability claims and First Aid/Near Miss incident administration including: reporting claims; corrective actions, monitoring claims; working with insurers, supervisors, and employees on returning to work. + Monitors safety and compliance statistics, targets action and communications to mitigate identified behavior risks and gaps in processes and procedures + Reviews and responds to the safety P&L statements and budgeting process; monitors spending and prepares reports as needed + Maintains contact with regulatory agencies, insurance inspectors, environmental and safety consultants, and subcontractors as required + Participates as a member of the Saltchuk safety committee + Other duties as assigned **Qualifications** + Bachelor’s degree in safety or business administration or 10 years of experience in Safety Management or a combination of education and experience. National Safety Certification is preferred. + Valid driver’s license is required + Certified Safety Professional (CSP) designation preferred **KSAs** + Strong verbal, written and listening communication skills + Proven ability to multi-task and work under pressure while meeting deadlines + Demonstrated attention to detail and work in a timely, accurate and efficient manner + Must be able to work independently, be self-motivated as well as a team player + Must be able to prioritize daily task and assignments + Must be able to adapt to change in a positive and constructive manner + Advanced knowledge of DOT, OSHA, EPA and DOD regulations + Proficiency working with regulatory agencies and regulations affecting the trucking and transportation industry + High level of interpersonal skills to handle sensitive and confidential situations and information + Proficient in understanding P&L statements and other financial reporting + Ability to direct others through clear, open, honest dialog and provide well planned direction + Strong project management skills with demonstrated project implementation success + Ability to create, design and implement safety/compliance related programs + Proficient using MS Office Suite including Word, Excel, Outlook, and PowerPoint skills + Knowledge of the Alaska trucking industry is desirable. **Leadership Competencies** + Communication: Express ideas in a clear, concise and convincing manner. This role routinely uses standard office equipment such as computers, phones, photocopiers, and other office related devices.
