Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Chief Operating Officer, BC Women’s Hospital & Health Centre (BCW), the Director, Indigenous Health provides leadership and expert guidance to strategic and operational planning, implementation, co-ordination and evaluation of specific initiatives, program, tools and resources to improve the health status and create a culturally safe and equitable environment for Indigenous women and their families. Supporting a visionary, innovative, and creative approach to Indigenous women’s health, the Director develops, fosters and maintains meaningful, respectful and collaborative relationships with Indigenous communities while working with leaders and programs within BC Children’s and BC Women’s (CW) to ensure organization-wide capacity is strengthened.
The Director provides strategic leadership to the CW Indigenous Health Program in the development and delivery of Indigenous specific services and ensure linkages with onsite clinical programs to improve access to urban and rural Indigenous health services in British Columbia. The Director acts as an advisor to the CW Senior Leadership Team on Indigenous women, youth, children and newborn health issues and acts as a central hub for Indigenous health initiatives at BCW.  The Director develops and maintains liaison and advisory relationships with PHSA Indigenous Health Leaders, Indigenous partners and collaborates with a variety of community-based agencies and programs throughout B.C.  
The Director provides input and direction in the development of Indigenous women’s, youth, child, newborn and family health initiatives and strategies to PHSA Indigenous Health and CW. The Director identifies gaps and opportunities for improvement activities and development projects within the mandate of the CW Indigenous Health Program and PHSA, including the mobilization of internal and external funding sources to support these initiatives. The Director represents CW at regional, provincial, national and international levels by liaising with community-based agencies throughout the province, developing partnerships with relevant health agencies and educational facilities.  The Director collaborates with government agencies and Indigenous communities in the development of strategies to improve the health of Indigenous women, youth, children and newborns and their families in British Columbia. The Director is accountable for the development and implementation of project goals, and works collaboratively with provincial Indigenous leaders and teams in the attainment of these goals.

Duties/Accountabilities:

•    Provides expert advice and consultation to the CW Senior Leadership Team with respect to identifying ongoing and emerging health needs and systemic health service barriers that the Indigenous women, youth, child and newborn population of B.C. experience, and develops strategies to address these issues.
•    Provides an Indigenous lens to CW programs to ensure program design and scope are fully inclusive of and culturally safe for Indigenous people and seek to address anti-Indigenous racism. Implements effective processes to assess project risks, identify risk mitigation strategies, and monitor risk throughout the project lifecycle.  Compiles, analyzes, summarizes, and communicates data to support program initiatives.  Evaluates whether program objectives/milestones are met.
•    Provides strategic leadership and accountability for the planning, alignment, actions and evaluation of CW Indigenous Health Program services to advance Indigenous cultural safety of patients/families and staff. Ensures consistency with PHSA’s overall strategic plan, Truth and Reconciliation recommendations, PHSA Indigenous Health strategy, the Tri-partite Health plan, and provincial mandates to improve the health of Indigenous women, youth, children, newborns and their families.
•    Ensures Agency, Board, Ministry, and other reporting requirements are maintained such as identifying and tracking metrics as they relate to the deliverables of Tripartite First Nations Health Plan.
•    Provides leadership and representation of CW Indigenous Health at CW health planning and policy development boards/committees for Indigenous patients and their families.  Collaborates with the Director, Indigenous Health, PHSA, First Nations Health Authority and the Indigenous Health lead at each Health Authority to improve access to health programs serving Indigenous populations throughout British Columbia.
•    Consults and collaborates with Indigenous agencies, organizations and community groups to address women’s health issues and establish strategies for strengthening community capacity, especially those pertaining to patients and their families.
•    Leads and directs the provincial Indigenous women, youth, children and newborn health strategies, utilizing provincial strategies to establish priorities in the CW Indigenous Health Program.
•    Develops and maintains key partnerships with relevant health agencies, educational facilities, and Indigenous communities and groups.
•    Collaborates with the CW senior leaders, Indigenous partners to include Indigenous practices within patient care plans including birth, death and dying protocols and other cultural ceremonies relevant to BC Women’s & Children’s health care services.
•    Directs the planning, coordination, and execution of Indigenous women’s population health initiatives at BC Children’s and BC Women’s Hospital.
•    Represents the CW Indigenous Health Program at various forums such as meetings, workshops, and conferences in order to share information, provide education, give presentations, and facilitate inclusion of Indigenous peoples.
•    Supervises designated staff, determines performance expectations in collaboration with appropriate stakeholders, and provides performance coaching and evaluation for all direct reports. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination.
•    Compiles, analyzes, summarizes, and communicates data to support program initiatives.  Evaluates whether program objectives/milestones are met.
•    Develops and oversees annual budget for the CW Indigenous Health Program for the services provided internally and provincially. Responsibilities include budget planning and monitoring, adjusting operations to meet projections, approving expenditures, and identifying and costing new initiatives, and strategies and opportunities for saving.  Prepares fiscal reports to the Chief Operating Officer, BC Women’s Hospital + Health Centre, as a representative of the CW Senior Leadership Team.
•    Prepares, negotiates, and administers contracts for projects related to the CW Indigenous Health Program.
•    Identifies and pursues opportunities for supporting new activities and improvement initiatives.  Prepares, negotiates, and administers contracts for projects related to the CW Indigenous Health Program.
•    Performs other related duties as required.

Qualifications:

A level of education, training, and experience equivalent to a Masters degree in a relevant discipline, such as Indigenous studies, nursing, population and public health, epidemiology, health psychology, or sociology, with a minimum of ten (10) years of recent, related experience working with Indigenous communities in a hospital or public health care, including eight (8) years at a senior management/leadership level and significant Indigenous health-focused experience.
