**Responsibilities:**
GENERAL PURPOSE:
Directs and supervises IT staff and resources to assure efficient and effective operations related to community access to the EHR, Clinical Document Management and interoperability initiatives. Serves as the primary leader responsible for enterprise-wide clinical document management, utilization management and regulatory technology supporting the clinical enterprise. Plans, develops, and directs University of Rochester Medical Center (URMC, UR Medicine and affiliates) enterprise-wide activities associated with the development, implementation, and maintenance of cross-organization data exchange with the eRecord (Epic) EHR, aligned with Epic's WorldWise philosophy. Serves as the advisor to institutional leadership on policy, procedures, and practice changes as it relates to developing a unified healthcare experience with the EHR across organizations, while maintaining the highest standards of clinical documentation integrity. Leads strategic initiatives to gather and integrate information from different health systems into unified location(s), enabling clinical care teams to make informed decisions. Champions the "Come Together, Happy Together, and All Working Together" approach to healthcare data integration while ensuring compliant and efficient document management practices. Attends senior leadership forums and actively participates in interoperability standards committees and other relevant committees and councils. Engaged in the development and execution of ISD strategic plans across designated application team(s) to help achieve our mission to empower our healthcare, education, and research partners across URMC and UR Medicine with digital technology to drive efficiencies, create value and improve our competitive advantage.
Serves as member of Information Systems Division’s (ISD) IT Leadership, with level of organizational impact that contributes to and operationalizes strategy over the mid-term (2-3 years).
**ESSENTIAL FUNCTIONS**
**OVERSIGHT:**
+ Primary accountable leader for IT teams that support Community Access to the EHR, Clinical Document Management and Interoperability
+ Develops and executes strategic vision for interoperability initiatives aligned with Epic Worldwise philosophy
+ Oversees implementation and optimization of key systems including Epic CareLink, Care Everywhere and interoperability standards, clinical enterprise scanning and faxing solutions, and others applicable to area of oversight
+ Provides clinical systems analysis and technical expertise required to support the implementation of enterprise-wide clinical systems and new business initiatives.
+ Supports IT compliance with regulatory requirements for clinical documentation utilization management, and quality reporting for MIPS/MACRA, etc.
+ Drives innovation in cross-organizational data exchange and document management
+ Responsible for improving upon entire systems or processes using significant conceptualization, reasoning and interpretation skills
+ Problems faced are often complex and require extensive investigation and analysis.
**STAKEHOLDER ENGAGEMENT AND ORGANIZATIONAL IMPACT:**
+ Builds and maintains strategic relationships with external community practices, HIEs (e.g. RRHIO) and technology partners.
+ Collaborates with Epic and other EHR vendors on interoperability initiatives.
+ Represents URMC in regional and national interoperability forums.
+ Works with IT Service Management teams to develop end-to-end change, incident and problem management processes. Ensures that all incidents are handled in a timely and appropriate manner and acts as a primary point of escalation during critical incidents.
+ Communicates with stakeholders within and outside of own area and (typically) external to the department (including executive and senior leaders) depending on area.
+ Negotiates and influences others to understand and accept area's existing or new practices, concepts and approaches.
**TEAM LEADERSHIP:**
+ Manages a job family or large team in support of execution technology operations and projects across URMC, including affiliates across the region.
+ Provides direct supervision of Associate Directors and/or managers responsible for: Care Everywhere and interoperability standards, Clinical Document and utilization management and regulatory systems (e.g. OnBase, RightFax, MModal, Encoder, Medisolv, etc.), EpicCare Link and community connectivity
+ Leads career development efforts for direct reports and their teams. Provides coaching/mentoring to standardize best practices across all team activities.
+ Champions continuous improvement and innovation
+ Leads a high-performance team, establishing clear goals and career trajectories for team members. Allocates and assigns personnel and technical resources to meet enterprise needs. Has hiring, firing, promotion, performance and reward authority in accordance with HR policies.
**BUDGET OVERSIGHT:**
+ Responsible for elements of an Operating or Capital Program Budget
+ Plans, manages, and participates in relevant ISD capital and operating budgeting processes. Maintains an ongoing awareness of project resources in relation to budget plan parameters and rate of spend for use in decision making and influence in assigned area and across ISD.
**GENERAL:**
+ Keeps abreast of industry standards, practices and new technologies to enhance key stakeholder satisfaction with Information Technology Services.
+ Serves as an active member of the ISD IT Leaders team. Collaborates with team on new policy, interpretation, updates and the setting of new department wide initiatives. Makes recommendations on employee engagement, motivation, retention and growth of staff.
+ Offers resources and assistance when possible, to internal ISD Directors and Managers during projects, vacancies. Assists in the recruiting of designated positions within ISD.
+ Subscribes to and models URMC ICARE and Meliora values.
+ Drives adoption of innovative solutions

**QUALIFICATIONS**
+ Bachelor’s Degree in Business Administration, Information Technology, Engineering, or other related field required.
+ Master’s Degree preferred.
+ 7 years related experience, including previous managerial experience required.
+ or equivalent combination of education and experience required.
+ Experience in an academic medical center or health-system preferred.
+ 3-5 years of experience leading and managing Epic Interoperability and Clinical Document Management preferred.
+ Ability to communicate effectively at all levels of the organization including with executives, physicians, and nurses, with the ability to discuss technical information in a meaningful way with persons of varying levels of expertise required.
+ Ability to demonstrate objectivity, sensitivity, and a balanced perspective regarding employee concerns and organizational issues required.
+ Ability to establish the strategic direction and business plans for sub-service line required.
+ Strong oral and written communication skills with the ability to create clear, concise and prompt communications required.
+ Strong follow-through skills with ability to manage multiple initiatives simultaneously required.
+ Knowledge of leadership and staff development practices and principles, coaching, talent management, strategies and programs preferred.
+ Exhibits managerial courage. Willing to take calculated risks and to speak up for the best interests of the team required.
