New hires are eligible to apply 30 days after their effective date of hire. This opportunity is only available to internal candidates. SUMMARY : The Director, Procurement is responsible for ensuring that user departments have the materials and services necessary to meet their business objectives. Key responsibilities will include d irecting daily operations and activities of the procurement process , d eveloping procurement strategies and consulting with clients , m anaging inventory and negotiating with vendors , p reparing and validating procurement documents and interpreting contracts , e nsuring compliance with applicable laws and policies and g enerating management reports and conducting market research to enhance competition. RESPONSIBILITIES : + Manages, trains, and develops personnel to efficiently carry out unit functions, including procurement activities for user departments (rolling stock, technology contracts, inventory and non-inventory materials, and technical/professional services contracts), negotiations of change order/AWO prices, cost/price analyses to support procurement, and the development of procurement policies and procedures. + Responsible for ensuring post-award support for user departments in contract management, while maximizing opportunities for full and open competition and liaising with vendors. + Assists in the development, review, and implementation of policy and procedural changes, as well as alternate strategies to enhance the procurement function based on operational performance analysis. + Aids in the development and implementation of procurement policies and procedures in compliance with applicable FTA, state, city, and MTA regulations, including the revision of procurement methods to reflect regulatory changes and overseeing their implementation by staff. + Collaborates with the Senior Director (formerly ACPO) to select, develop, and motivate departmental personnel, providing career development through effective coaching and counseling, and addressing employee discipline as necessary. + Reviews staff performance and fosters a professional environment that respects individual differences, enabling all employees to develop and contribute to their full potential. + Performs other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES COMPETENCIES + Excellent communication and interpersonal skills. + Excellent organizational and presentation skills. + Demonstrated ability to work with all internal levels within a given organization, + including the MTA Board. + Demonstrated ability to communicate and interact well with external agencies. + External agencies may include the Governor’s Office for New York State, New York + City government, elected and other public officials, as well as any staff located at + other federal or state agencies or authorities. + Demonstrated ability to work in a high-profile, high-pressure environment effectively. + Demonstrated ability to communicate effectively with key internal and/or external + stakeholders. + Must have strong managerial skills to effectively direct a staff of professional and + technical employees in implementing the short- and long-term goals and direction for + the area of responsibility. + Demonstrated ability to complete short- and long-term projects effectively and as + efficiently as possible. + Demonstrated analytical capabilities and quantitative skills. + Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., + Word, Excel, PowerPoint, and Outlook. EDUCATION AND EXPERIENCE : REQUIRED: + Bachelor’s degree in Business , Law, Public Administration, or a satisfactory equivalent. + Minimum ten (10) years of related experience. + Minimum four (4) years in a managerial or supervisory position. PREFERRED: + Master’s degree in a related field. + Familiarity with the MTA’s policies and procedures. + Familiarity with the MTA’s collective bargaining procedures .
