Job Description

The Director for Procurement Services, Contract Administration and HUB Coordinator, under general direction of the Assistant Vice President for Financial Operations/Assistant Chief Financial Officer, manages and supervises staff to ensure all processes and functions for Procurement Services and Contract Administration are complete. This position provides oversight to the Procurement and Contracts units of Tarleton State University, which includes the Historically Underutilized Business (HUB) Program. The position is directly responsible for the contracts and HUB functions. Supervises activities of staff and assists with training and professional development. In-office position in Stephenville, Texas with work hours of Mon-Fri; 8 AM-5 PM or as work requirements indicate, which may include afterhours, weekends, and some holidays.

Must be able to work remotely at the request of the University.

Position Summary

Under the direction of the AVP for Financial Operations/Assistant CFO, the Director, Procurement Services, Contract Administration and HUB Coordinator  oversees the day-to-day operations of the Procurement Services & Contract Administration office, which includes planning, organizing, managing, and enhancing operations and services in support of University objectives.

Essential Duties and Responsibilities: 

Responsible for providing managerial direction and control for the activities in Procurement, Contract Administration and the Historically Underutilized Businesses (HUB) Program.

Provides oversight and establishes internal policies and procedures related to the procurement of goods and services and contracting practices.

Responsible for providing managerial direction and control for the activities in Procurement, Contract Administration and the HUB Program.

Plans, directs and reviews the activities and operations of Procurement Services.

Leads the development and execution of the strategic direction for the unit.

Develops objectives and activities based on unit goals.

Develops, maintains, and implements unit policies and procedures.

Oversees and participates in the hiring and evaluation of unit staff.

Supervises directly and through subordinate supervisors all unit staff.

Oversees the development, implementation, communication and interpretation of federal and state laws and Procurement Policies & Procedures to Senior Management.

Generates and maintains required documentation and reports.

Directs the preparation and review of all contractual documents for the University.

Manages the overall review and accuracy of the formal bid tabulation, value assessment, and final award decisions.

Reviews, prepares, interprets, and negotiates various documents and/or contracts including specifications for bidding, purchasing agreements, lease/purchase agreements, conflict of interest policies, and computer software programs.

Evaluates and approves exceptions to the bidding process.

Establishes and maintains strategic business relations with university administrators and vendors.

Identifies potential HUB vendors using electronic resources, attending vendor fairs, minority business councils, etc.

Coordinates vendor forums, mentor-protege program, or other events to educate and provide exposure for HUB vendors.

Advises officials on administration of major service contracts.
Generates, prepares and analyzes various purchasing data to identify cost saving opportunities and maximum value for the University's resources.

Develops projections for future needs in order to meet the needs and economy of the unit and the university.

Reviews all formal solicitation protests and contract claims, and advises the AVP for Financial Operations/Assistant CFO on appropriate university response.

Collaborates and communicates with variable levels of University leadership and business partners.

Serves as lead point-of-contact for University procurement audits.

Leads in the development of effective procurement and contract administration strategies to best achieve institutional goals as specified by the Board of Regents and Senior Management.

Uses strategic sourcing tools and techniques to deliver data-driven best value contracts for the University.

Oversees the University's Historically Underutilized Business (HUB) Program. Ensures compliance with the University's good faith efforts.

Develops strategies to improve participation with historically underutilized businesses.

Ensures University is represented with regard to HUB initiatives and oversees the University's reporting requirements related to historically underutilized businesses.

Ensures University representation at forums, professional conferences, procurement seminars, A&M System Procurement/HUB Meetings, vendor expositions and as contractual liaison between contractors, sub-contractors, tenants and customers.

Provides managerial direction and control of Purchasing, Contract Administration, Document Management and Special Project Management for the AVP for Financial Operations/Assistant CFO.

Performs other related duties as assigned.

Qualifications

Required Education and Experience:

Bachelor's degree in applicable field.

Five (5) years of related managerial experience.

Ten (10) years of experience in Business Administration, Procurement,
Contracts or Supply Chain Management

Knowledge, Skills, and Abilities:

Analytical and strategic planning skills.

Strong interpersonal and communication skills.

Ability to professionally function in a fast-moving environment.

Certified Texas Contract Developer (CTCD) Certification required within 18 months of employment.

Preferred Education and Experience:

Master's Degree in applicable field.

Experience in state agency Procurement or Contract Administration.

Procurement, Contract Management/Administration or Supply Chain Management Certification.

Commensurate with experience

Salary is commensurate with experience and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
