BASIC FUNCTION:
Reporting to the Assistant Vice President for Enterprise Risk Management, the Director, Records Management is responsible for planning, establishing, implementing, and overseeing the University Records Management Program in compliance with the Rhode Island Public Records Administration Act, RIGL 38-3, as well as managing and processing public records requests, ensuring compliance with the Rhode Island Access to Public Records Act (APRA), RIGL 38-2, by reviewing public records requests, coordinating with relevant departments to locate records and redact confidential information when necessary, and providing timely responses to requesters, while adhering to legal guidelines and protecting the integrity of public records.
Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintain Records Management Systems:
Develop, establish, and implement procedures, guidelines, and controls for storage, retrieval, tracking, and filing of active and inactive records.
Ensure records are maintained and dispositioned according to the applicable Records Retention Schedule and other requirements of state laws and regulations.
Manage the Public Records Request Process:
In compliance with the Access to Public Records Act (APRA), analyze requests to determine the scope of information required and identify any potential exemptions based on state laws.
Contact relevant departments within the University to locate and retrieve requested records.
Work closely with IT to retain, produce, and dispose of electronic records.
Ensure proper redaction of exempt and confidential information from records before releasing them.
Determine applicable fees for record retrieval and processing requests.
Prepare and deliver timely responses to public records requests, including providing explanations for any redactions made.
Consultation and Training:
Provide regular and ongoing consultation, training, and direction to colleges, departments, and offices on the requirements of the Public Records Act, records retention policies, and related University policies.
Compliance Monitoring:
Stay updated on state Public Records Act regulations and ensure the University adheres to all legal requirements.
Public Interaction:
Communicate with requestors, addressing questions, and providing assistance throughout the records request process.
Interact with members of the public in a professional, courteous, and respectful manner.
Legal Support:
Collaborate with legal counsel to address complex legal issues related to records management and public records requests.
OTHER DUTIES AND RESPONSIBILITIES:
Perform other duties as required.
LICENSES, TOOLS, AND EQUIPMENT:
Personal computers, printers, word processing, database management, and spreadsheet software. ISO 30300 and ISO 15489.
Required Qualifications REQUIRED:
1. Bachelor’s degree in records/information management, library science, business or related field.
2. Minimum of five years’ work experience coordinating and/or administering public disclosure activities or records management systems.
3. Demonstrated working knowledge of records management principles, methods, policies, and terminology.
4. Demonstrated knowledge of records retention and disposition processes.
5. Demonstrated knowledge of ISO 30300 and ISO 15489 standards.
6. Demonstrated strong decision-making and analytical skills.
7. Demonstrated ability to work independently while handling sensitive information.
8. Demonstrated strong interpersonal and verbal communication skills.
9. Demonstrated proficiency in written communication skills.
10. Demonstrated ability to work with diverse groups/populations.
Preferred Qualifications PREFERRED:
1. Demonstrated knowledge of and experience with Rhode Island Public Records laws and regulations.
2. Professional Certification in Records Management and/or Electronic Records Management.
3. Demonstrated experience working in Higher Education.
4. Demonstrated knowledge of information security and privacy fundamentals.
