Director, Science Directorate
Summary The Director of the Science Directorate (SD) at Langley Research Center is a significant contributor to NASA's strategic objective to understand the sun, Earth, solar system, and universe. SD is a research, science, and technology product unit for Earth and space science and science measurement technology development to meet NASA's commitments in science and technology development work supporting NASA Science Mission Directorate. Responsibilities The Director, Science Directorate: Supports the Langley Center Director as a member of the Center Leadership Council and, as such, works closely with other Center organizations to ensure that all Center plans and work are consistent and well-integrated within the overall Center strategy and operating plan. Responsible for maintaining a leadership role, increasing expertise, and improving alignment with the NASA Science Mission Directorate in atmospheric composition, climate variability and change, water, and energy cycle, and data management. The Director also extends SD expertise to planetary atmospheres to improve support of the Science Mission Directorate. Ensures effective execution of all projects within the Langley science Earth, planetary and Heliophysics portfolio, including basic research, applied science, airborne science campaigns, scientific instrument development, and flight project development. Maintains and evolves the Langley science portfolio through the formulation, proposing, and advocacy of innovative research. Ensures Langley science participation in the development of national science policy and priorities, science mission concepts, and science measurement technology roadmaps; defining SD long range goals and measures; strengthening existing partnerships and establishing new partnerships with other NASA Centers, other agencies, international groups, industry, and academia critical for success; managing funded program and project elements; ensuring funding for development of strategically selected capabilities (people and facilities) needed to support current programs and build future capabilities, programs, and elements that are aligned with NASA mission needs; maintaining and building market intelligence, technical intelligence, and competitive intelligence; and developing, maintaining, and promoting the use of a lessons-learned knowledge capture system. Collaborates and negotiates with core resource units to secure resources to meet SD commitments and develop future capabilities across the Center. Creates and fosters a safe work environment. Requirements Conditions of Employment Qualifications You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1- Demonstrated experience in managing the programmatic and technical execution of a diverse portfolio of complex projects ranging from basic research to scientific space flight hardware development projects within the framework of financial, schedule, performance, and policy constraints. MTQ 2- Demonstrated ability in leading, directing, and managing a research organization, including the development and implementation of a vision for an organization's science objectives. A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
