Job Description The US Commercial Director, State Medicaid and Purchase Based Contracting provides both strategic contracting and implementation support for all therapeutic areas and business franchises for AbbVie, Allergan, and Immunogen pharmaceutical products (exceeding $5B annually). The incumbent’s primary goal is to positively impact US Commercial by effectively partnering with Directors, GMs and VPs of the Market Access and Brand teams, and other cross-functional partners, such as Finance, Legal and BTS teams to drive both the strategic and implementation execution of business goals; and perform financial and analytical modeling to inform strategic decision making related to state Medicaid and purchase based contracting. Requires in-depth knowledge of pharmaceutical pricing and reimbursement across both private and public payer channels, including familiarity with applicable laws and regulations. Additionally, the incumbent is responsible for ensuring that all requirements are met regarding Medicaid laws, Medicaid/Medicare Fraud & Abuse statutes, Anti-Trust Laws, HRSA and Veterans Affairs laws. Primary Responsibilities: + Provide leadership and mentoring, as well as business and personal development to direct and indirect staff; lead broader staffing and organizational structure decisions, including employee hiring, training, and development. + Ensure compliance with laws governing Medicaid and Medicare programs and are within AbbVie’s written policies, procedures, and standards of conduct. Analyze legislation and provide direction on legislative issues impacting government contracting. + Partner with Brand and Market Access Directors/GM’s on developing state Medicaid channel strategies related to multiple therapeutic and business franchises for AbbVie and Allergan products. Develop and perform financial and complex analytical modeling, collaborating with Legal on strategies providing recommendations to inform these strategic business decisions. Drives the operational execution of such channel strategies and business goals. + Manage the contracting process for all AbbVie, Allergan, and Immunogen purchased based contracts; currently including Botox therapeutic, Group Purchasing Organizations (GPO’s), Oncology, Eyecare, Women’s Health and anti-infective contracts; ensure system accuracy, working with BTS and Model N. + Collaborate with Directors, GMs and VPs of the Market Access and Brand teams to develop channel strategies and provide financial modeling for the above listed brand strategies; including consultation with Legal and OEC to ensure contracts are within acceptable legal parameters to avoid undo risk/exposure; Facilitate contract language negotiations based on communications with the customer/GPO and execute final contract. Establish annual pricing guidelines, and ensure contracting is within Medicaid Best Price strategies. + Manage adhoc requests for analyzing gross to net sales for all AbbVie, Allergan, and Immunogen purchased based contracts; currently including Botox therapeutic, Group Purchasing Organizations (GPO’s), Oncology, Women’s Health, Eye Care, and anti-infective products/contracts, evaluating profitability + Responsible for oversight of the contract membership eligibility to ensure customers are categorized within their correct business activities and are correctly assigned to their designated contracts and/or Group Purchasing Organization (GPO) membership rosters for AbbVie, Allergan, and Immunogen purchase-based contracts. + Direct the activities for Acute Care (Ultane/Nimbex) contracting; including consultation with Legal, OEC and the Business Franchises to ensure contracts are within acceptable legal parameters to avoid undo risk/exposure; Facilitate contract language negotiations based on communications with the customers and execute final contracts + Responsible for the administrative operations and compliance adherence of 1,000+ sevoflurane (Ultane) vaporizer contracts; including, overseeing the annual FMV disclosure process, shortfall utilization warning letters and billings, vaporizer returns/replacements, and ensuring the accuracy of the product/device unbundling process used in Government price reporting (AMP/BP). Additionally, responsible for the vaporizer and product utilization tracking system of record (ICA). . Qualifications Minimum Education: BA/BS required (MBA preferred) Qualifications: This position requires the following key leadership attributes and experience: + The incumbent must be able to evaluate the key issues surrounding team responsibilities, perform business impact, and implement the required solutions. Must have advanced financial analytical skills, including “bringing the numbers to life”. + Incumbent must have excellent oral and written communication skills as job responsibilities include communicating with and presenting to various levels of management within AbbVie. + The position requires an individual that can work well under pressure, consistently meet deadlines and direct activities on several projects at one time. Incumbent will have to function independently and must provide the leadership required to initiate change and drive business forward to reach end business goals. + The job can be demanding at times due to the dynamic and intricate nature of the government area, the evolving legislative and legal environment, and changing management priorities. Therefore, it requires ability to respond to change and to continually reprioritize to satisfy demands of rapidly changing environment. A solid understanding of the Medicaid laws, Medicaid/Medicare Fraud & Abuse statutes, Anti-Trust Laws, and AbbVie’s Corporate Compliance Program is necessary. + Strong data and financial modeling, and analytical skills required. Excel, Word and PowerPoint proficiency mandatory + Strong knowledge and understanding of revenue management system functionality (i.e. Model N, Revitas, etc.) + Proven track record of successful leadership, management, coaching/mentoring of teams and individuals, and talent development + 12+ years business experience, preferably with a concentration in Finance/Accounting, Pricing, and/or Government Pricing.
