About the Indiana State Personnel Department (INSPD): As an agency operating a shared services model, we provide the executive branch of state government with top-notch Human Resources services. INSPD has a dedicated team of human resources professionals working in many capacities, including director-level, generalists, and specialists in each discipline of human resources. Role Overview: The Indiana State Personnel Department’s (SPD) Director of Learning & Development (Director) will oversee the development and delivery of training curricula for all State of Indiana employees relative to the areas of human resources, policy compliance, professional development, and management and leadership development, with an employee audience stretching from independent contributors to advanced leadership positions. The Director manages partnerships with state agency training teams and external vendors, providing state employees with robust and varied training opportunities relevant to their professional development. The position is responsible for developing and executing the business strategy and vision for the state's SuccessFactors Learning Management System (LMS), ensuring alignment with enterprise-wide learning goals and objectives. Additionally, the Director will also oversee the strategy and maintenance of a variety of programs that are relative to the experience of State of Indiana employees, including but not limited to, new employee orientation, manager onboarding, retirement planning, employee offboarding, summer internships, and education reimbursement. As a division, SPD's Learning & Development team is committed to using data-informed decision-making to meet the needs of our internal and external stakeholders. The team manages affirmative action plans, customer satisfaction surveys, employee engagement surveys, program evaluations, policy utilization rates, and learning assessments to strategize with all relevant parties. The Director will manage one or more staff, perform duties with a high degree of autonomy and/or independence, and will report to the Chief of Staff. Salary Statement: The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience. A Day in the Life: + Assess agency training and development needs through surveys, interviews, focus groups, and communication with managers, instructors, and customer representatives. + Work with agency leadership to ensure training initiatives align with overall business goals. + Regularly review relevant resources to refresh curriculum and crosswalk with agency and employee needs; + Maintain a leadership presence through regular contact and interactions with internal and external agency partners and stakeholders; + Review training evaluations for trending strengths or opportunities; + Collaborate with internal and external stakeholders to understand training needs and ensure plans to develop materials to meet those needs. + Review and evaluate organizational and programmatic effectiveness, goal determination, and strategic planning, etc., and make recommendations for improvement. + Develop and coordinate plans, policies, resources, goals, vision, mission, and expectations of the agency or program. + Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. + Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures. + Manage and oversee business validation of all security and functionality updates in SuccessFactors LMS. + Provide strong leadership with key stakeholders, including agency learning partners, to ensure optimal service delivery and alignment of features and functionality with enterprise standards and business goals. + Monitor the departmental budget including expenditures related to licensed technology and applications. + Coordinate, review, and evaluate the use of appropriate controls and standards for the agency. + Facilitate specialty training and development opportunities for topics related to SPD’s services and expertise upon request.
