The Director - Food Assistance and UN Grants Operations Management position provides the leadership, management and vision necessary to ensure that the Food Assistance and UN Grants Portfolios have the proper operational systems/controls, risks oversight, reporting procedures and people to effectively support food assistance and UN Grants portfolio growth and implementation in Field/Response Offices for optimal operating efficiency and quality programs delivery.
The position oversees the performance of Field Offices Food Assistance and UN Grants Teams, the food assistance and UN Grants senior technical advisers, and constructively engages with other units/departments for a coordinated delivery of technical assistance and capacity building to Field Offices. The position accomplishes this through a respectful, constructive and energetic style, guided by the organization’s core values and mission statement. 
The Director - Food Assistance and UN Grants Operations Management is a key position in the team reporting to the Senior Director - Resources Management and supports the positioning of World Vision as a partner of choice for food assistance response to global needs.

MAJOR RESPONSIBILITIES:

30% Leadership and Strategy Execution

Lead the partnership in management of Food Assistance and UN grants

Responsible for leading operational excellence in Food assistance programming for all WV food assistance programs worldwide. This is aimed at ensuring that food programs are implemented in compliance with WV Partnership and donor standards.

Leads in the identification, recruitment and day to day supervision of Senior Technical Advisors - Food Assistance and UN Grants Operations Management

Identify key and emerging trends in the food assistance management and lead the development of appropriate systems and process changes to ensure World Vision responds effectively and in a timely manner to those changes in order to maintain and strengthen its reputation as an industry leader and position World Vision to be the partner of choice for all major food assistance related donors. 

Provide support and leadership to the development of innovative and replicable project models for food assistance along with execution guidance for this models that support long term food and nutrition security.

Manage, coach and develop a team of staff to meet the requirements of their current responsibilities and likely future challenges within the Food Assistance industry and UN Grants Management.

20% Leadership for Emergency Response Programs

Provide strategic leadership for emergency response programs in prioritized sectors, including Mental Health and Psychosocial Support (MHPSS), Child Protection, and Livelihoods.

Ensure that emergency response programs are effectively designed, implemented, and evaluated to meet the needs of affected populations.

Coordinate with sector specialists to develop and implement sector-specific strategies and action plans.

Coordinate development and maintenance of manuals and guidelines, standard operating procedures (SOPs) and tools for humanitarian response in prioritized sectors Coordinate with the Global Capacity and Capability team to ensure the availability and mobilization of deployable specialists as needed.

20% Food assistance and UN grants oversight and technical guidance  

Oversight and Guidance

Support field offices in developing proposals and securing funding from donors for food, cash and market assistance programs.

Establish and maintain high standards of performance for food assistance and UN grant.

Regularly review and update policies, guidelines, and standard operating procedures to reflect best practices and new insights.

Development of tools, templates, and policies to improve the quality and efficiency of food assistance and UN grants.

Implement capacity-building initiatives to enhance the skills and capabilities of staff involved in food assistance and UN grants.

Provide training and support to ensure staff are equipped with the necessary knowledge and skills to deliver high-quality programs. Identify experts in the areas of food assistance and UN grants for emergency response roster.

20% Risk oversight and management

Provide oversight and guidance to WV offices to ensure appropriate capability to effectively secure food assistance grants/resources and to successfully implement high quality programmes which meet programme objectives with fiscal accountability.

Ensure that all food assistance programmes, and UN Grants comply with Partnership food assistance and grants management standards/procedures, respectively.

Develop and enforce standard operating procedures to maintain high performance and accountability.

Coordinate with the Global Assurance and Audit team to conduct regular reviews and audits of food assistance and UN grants.

Address any issues identified during audits and implement corrective actions to ensure compliance and effectiveness.

15% Coordination and Representation

External coordination and strategic meetings with donors and partners. Actively represent WVI in external coordination and strategic meetings with key donors and partners such as WFP, USAID, UNHCR, and ECHO, etc.

Advocate for WVI’s priorities and programs, ensuring that the organization’s contributions and needs are well-communicated and understood.

Build and maintain strong relationships with donors and partners to secure funding and support for WVI’s initiatives.

Build and maintain strategic engagements with senior leaders at regional and national levels.

Maintain regular and strategic engagements with senior leaders at regional and national levels, including Senior Directors of Operations, Regional Humanitarian Emergency Affairs Directors, Resource acquisition Director, Response Directors and National Directors.

Collaborate with these leaders to align disaster management programs with regional and national priorities and strategies.

Oversee the development of effective working relationship between the DMT team and the WVUS FSL unit in managing US government funded grants (USDA, RFSA, BHA) etc. by holding scheduled periodic meetings for an effective implementation of these grants.

Ensure effective communication and coordination to support the implementation and growth of disaster management programs. Establish effective working relationship and coordination mechanism with other GCDM and GPR sector specialists ensure well integrated programming of food assistance, resilience and livelihood in emergencies.

Effective Finance Management

Work with global and regional finance to ensure finance compliance of Food Assistance and UN grant including follow up on WFP and other UN reimbursement and burn rates

Provide leadership and guidance needed by Field and Support Offices in the close-out processes for food assistance and UN projects within the stipulated 90 days.

Accountable for the management of the budget within the approved limits. This includes developing the annual team budgets, reviewing the financial reports on a monthly basis, monitoring field travel accounts and managing both internal and external audit processes to ensure consistent clean audit opinions.

15% Serve in Resource team leadership team

Participate in Resource Management team meetings, DMT meetings and activities including ad hoc meetings, training activities, devotions and other activities as requested

Actively participate in management

Contribute to strategic discussions and decision-making processes at the management level.

Foster a collaborative and supportive environment within the leadership team, promoting shared goals and objectives

Required Education, training, license, registration, and/or Certification:

A post-graduate degree in international development, Social Sciences, Economics, Business Administration, or a related field.

Extensive experience in desk research, analysis, and project management.

Direct experience and thorough working knowledge of food assistance regulations of major donors including the United States, Canada, the European Union and Australia.

Experience

At least 10 years of experience in humanitarian work, with a minimum of 5 years in a, if management level position in project management technical advisory services, grant management, program design, donor relations and related fields

Proven track record in coordinating large-scale single or multi-country operations.

Extensive experience in engaging with donors, governments, and stakeholders.

Track record of strong and positive relationships with significant food assistance stakeholders (i.e. WFP, UN agencies, NGOs and major donors).

Strong background in research and knowledge management, resource mobilization, and policy and advocacy work.

Sector Knowledge

In-depth knowledge of food assistance and UN grants programming in humanitarian and development settings.

Experience in related sectors such as health and nutrition, child protection, Food security and livelihoods, education and WASH programming.

Stakeholder Relationships

Established strong and positive relationships with significant humanitarian assistance stakeholders, including major food, cash and market assistance grant donors.

Proven ability to engage and collaborate effectively with a wide range of partners and stakeholders.

Regulatory Knowledge

Direct and hands-on experience with food assistance legislation and regulations of major donors, including the United States, Canada, the European Union, and Australia.

Thorough understanding of the regulatory environment and compliance requirements for food assistance programs.

Humanitarian Industry Standards

Good understanding of humanitarian industry standards, procedures, technical approaches, thematic priorities, and funding mechanisms.

Ability to ensure programs meet or exceed industry standards and best practices.

Financial Management

Experience in budget development and management, ensuring financial accountability and cost-effectiveness.

Ability to oversee financial planning, monitoring, and reporting for large-scale programs.

Professional Maturity

Professional maturity and the ability to provide counsel and expertise to senior professionals.

Strong leadership and decision-making skills, with the ability to navigate complex and high-pressure environments.

Required Language(s):

English Communication

Excellent spoken and written English communication skills.

Ability to effectively convey complex information in both verbal and written forms.

Additional Languages

Knowledge of an additional international language (French, Spanish, and/or Portuguese) is highly preferred.

Proficiency in multiple languages enhances the ability to engage with diverse stakeholders and operate in various international contexts.

Required travel and/or work environment accommodations:

The role requires at least 30% travel, including travel to fragile contexts and countries.

The candidate must be willing and able to travel frequently to support regional and field offices, including in high-insecurity environments.

For positions filled in the United States, the typical salary range for this role is $98,645 to $123,305 USD. Ranges are based on various factors including the labor market, job type, job level, internal equity and budget. Exact salary offers will be determined by factors such as the candidate's skills, qualifications, experience and geographic location.
