Environmental Factors Work is performed in an office environment, and occasionally in a transit vehicle and transit operations traffic environment. Physical Factors Light physical demands; mostly desk work. Frequent to constant use of a personal computer. Work Situation Factors Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Duties and Responsibilities + Directs, oversees, and manages Transit Operations and department to achieve the City's strategic plans and goals; exercises independent judgment within general policy guidelines to meet City goals, objectives and directives to provide safe and effective transit services for Las Cruces citizens, elderly, and disabled adults. + Evaluates and analyzes transit issues and recommends and implements solutions; recommends changes to improve the public transit functions and processes and ensures the overall integrity of customer relations and employee conduct, and resolves customer service issues. + Provides leadership, direction, and guidance in Transit Operations issues and functions; coordinates the programs with state, Federal and regional agencies and local community groups; reviews and approves program plans, reports and procedures; sets priorities and ensures deadlines and performance standards are met. + Ensures a safe and reliable alternative transportation choice to the resident of Las Cruces; keeps the transit system current and relevant in the face of rapid technological advances in the industry and meets expectations of community leaders, citizens, and bus riders. + Manages staff through appropriate delegation and work supervision; meets regularly with staff to discuss and resolve workload, customer, and technical issues; provides leadership and management to employees on technical and behavioral issues, management techniques, program standards, statutory requirements and other responsibilities; manages training programs for transit staff. + Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement. + Manages the collection, analysis, and presentation of operational and financial data, and generates reports as required; conducts public meetings and coordinates discussions on Transit Operations issues; manages planning for program development that addresses client needs and quality of life issues. + Develops and implements departmental and capital planning budget and approves budget expenditures; prepares special and recurring reports; proposes and recommends budget changes/revisions for project and resource needs; manages the grant-funded programs, services and projects, and ensures compliance with funding agency requirements. + Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures; conducts public meetings and coordinates discussions on Transit Operations issues. + Serves as department liaison to various committees and boards; prepares and presents verbal and written reports/cases, plans and related output to the City Council, MPO Commission, other Boards and committees as necessary. Minimum Qualifications Bachelor's Degree in Social Services, Business or Public Administration, Transportation Policy and Planning, or related field AND five (5) years' experience in public transit system with transit planning, grant management, and supervisory/management experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Licenses/Certification(s) Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. Knowledge, Skills, and Abilities Knowledge of: principles, practices, techniques, activities, rules, and regulations related to administrative management, including personnel rules, cost accounting, budgeting, strategic planning and effective employee supervision; principles, practices and procedures of providing community services to a wide range of community members including but not limited to, the elderly, riders with disabilities, youth, and students; Federal, State and local laws, rules and regulations related to the operation of both fixed-route and demand-response public transit operations; extensive knowledge of Federal Transit Administration FTA regulations, compliance requirements, and standards; federal procurement requirements as described in 2 CFR 200; extensive knowledge of civil rights requirements as they pertaining to transit operations in the areas of ADA, EEO, Title VI, and Disadvantage Business Enterprise programs; grant program and project management record keeping principles and techniques;;; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
