JOB TITLE: Director Commercial AGENCY: Construction & Development DEPT/DIV: Delivery /Stations REPORTS TO: Senior Director Commercial WORK LOCATION: 2 Broadway HOURS OF WORK: 8 : 3 0 AM to 5: 0 0 P M or as required (7.5HR/ DAY ) HAY POINTS: 954 SALARY RANGE : $ 129,018 to $ 167,879 DEADLINE: Open Until Filled S ummary The Stations Business Unit Program Planning group is responsible for managing and overseeing the Capital Budget for a diverse range of projects , including ADA Accessibility, Stations Renewal, Elevators/Escalators Replacement, and other significant Stations projects. This group also handles essential administrative support functions crucial for supporting the effective execution of these programs. The Director of Commercial has a significant level of authority for the decision- making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most critical business and policy issues by Senior Management. Decision - making authority is somewhat defined as the freedom to determine how to accomplish work goals. Responsibilities Program Strategic budgeting, planning and administrative support Leads front-end short- and long-term strategic program planning, project planning and commitment planning. Oversees overall program & project investment & contract bundling decisions. Develops and oversees budget performance reporting roll-ups of all projects. Oversees the Stations BU Capital budget. Directs & supports the Stations BU project management areas in establishing EFA & TAL requirements for all contracts & projects and funding allocations. Oversees preparation and securing of all ATAs, WARs, and budget modifications. Oversees the preparation of Program-wide Monthly, Quarterly, year-e nd, Capital Program Committee and FTA reports. Leads and Facilitates program-wide personnel acquisitions. Leads program-wide administrative and reporting requirements for all BU areas. Develops program-wide budgetary reports and presentations as needed. Responsible for the program planning team 's continued skill development. Education and Experience Bachelor ' s degree in Quantity Surveying, Engineering, Architecture, Economics, Construction or Project Management, Business Administration, Transportation, or a related field. MBA/Masters in Law ( LLM( /Contract Management preferred. Must have a minimum of ten (10) years of related experience . Must have a minimum of five (5) years in a management or supervisory role and/or project/commercial manager role in a large, multi-faceted organization. Competencies: Licensed Professional Engineer or Registered Architect desirable. PMI-PBA Certifications preferred. Demonstrated experience in project management of projects or project controls with highly complex systems preferred. Demonstrated experience leading and managing contractors, subcontractors, or vendors. Excellent communication and strong interpersonal skills. Advanced Knowledge of PSR. Ability to evaluate EFA and TA Labot expenditures. Proficiency in preparation of ATAs, WARs, and budget modifications. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization. Demonstrated ability to work in a high - profile, high - pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team - building , listening, problem - solving, and prioritization skills.
