Director - Environmental Compliance

**Position Summary:**
The Environmental Compliance Programs leader role exists to lead the strategy, development, execution, and management of programs, policies, and procedures with the goal of achieving 100% compliance with applicable existing and upcoming environmental laws and regulations associated with air, water, and waste for all PTS operations.
The role’s main responsibilities will be to build, lead, and continually develop a team of environmental professionals and third party professionals and vendors to execute initiatives to ensure our goal of achieving 100% compliance with air, water, and waste laws and regulations applicable to PTS. This will include, but not be limited to, building repeatable, reliable and scalable policies, programs, procedures and processes ensuring QA/QC and continuous improvement and integrating with business processes; developing strong and collaborative relationships with leadership at the internal and external department level, and with providers/partners/vendors and regulators; evaluating, implementing and integrating digital solutions to manage environmental compliance programs consistent with the to be implemented Environmental Information Management System; development and management of KPIs to gauge program success; setting the specifications and design parameters for new and renovated locations to ensure operability and compliance; and developing and implementing our environmental compliance program strategy in line with business goals.
Environmental compliance is crucial to our customer relationship and organizational reputation, and air, water, and waste laws and regulations represent a significant exposure to environmental liability, necessitating the appropriate level leader. Our customers outsource their transportation needs to PTS and in turn, expect us to conduct this work in compliance with all applicable laws and regulations. Moreover, influencing at the regulatory and legislative level can be impacted by environmental compliance misses, and non-compliance can result in monetary and reputational damage to the organization.
**Major Responsibilities:**
- Build and lead a team with the requisite knowledge, experience, and skills and be accountable for environmental compliance programs encompassing air, water, and waste. This includes but not limited to performance management, training and development
- Focus on compliance will result in repeatable, reliable, documented and scalable policies, programs, procedures and processes ensuring QA/QC, continuous improvement, with the goal of achieving 100% compliance.
- Evaluate our current environmental compliance programs (air, water, and waste), develop and implement a roadmap to achieving our goal of 100% compliance with applicable laws and regulations. This will include developing and implementing: an accurate method of determining, tracking, auditing, and updating required environmental permits or authorizations required to perform our business operations.
- Maintain up to date records, testing and compliance audits.
- Lead spill response efforts.
- Create and maintain the appropriate written plans (Slug Control Plans, Hazardous Waste Operations Plans, Hazardous Materials Business Plans, Stormwater Pollution & Prevention Plans, etc.) are prepared and updated in a timely manner.
- Develop processes to ensure the environmental compliance programs team effectively coordinates with Field Environmental Compliance Specialists to address regulatory inspections.
- Collaborate and develop processes with the Environmental Project Manager, Facilities, Real Estate, and Operations teams on required structural controls, compliance audits, and waste removal related to air, water, and waste compliance, business acquisitions, and site divestures.
- Establish Environmental and Safety protocols and ensure staff compliance and training with hazardous material handling procedures.
- Identify and partner with 3rd party partners/vendors for compliance work and keep them accountable; ensuring accurate and timely inspection, monitoring, testing, and follow up; ensuring the appropriate written plans are prepared and updated in a timely manner.
- Communicate with government agencies, regulatory bodies, and community stakeholders about waste/water/air activities
- Monitor and analyze waste/water/air data trends to identify operational improvements
- Other projects and tasks as assigned.
**Qualifications:**
- Bachelor's degree in Environmental Science, Environmental or Civil engineering, Chemistry EHS, etc required. Experience with air, water, and waste compliance programs can be substituted for a preferred degree program
- Certificates in Professional Engineer, Environmental Professional, Hazardous Materials Manager, and/or Environmental Auditor.
- Minimum of 10 + years experience in air, water, and waste laws and regulations and proven experience in developing and implementing compliance programs, processes, and procedures to achieve 100% compliance all required.
- Minimum 10 + years experience with implementing digital applications associated with air, water, and waste compliance programs and systems, environmental experience in the vehicle maintenance and repair field all preferred.
- Advanced knowledge of air, water, and waste related laws and regulations, environmental compliance program management, and how to apply and embed compliance requirements into business processes.
- Ability to manage multiple compliance requirements across a broad geography
- Intermediate knowledge of how to apply technology to air, water, and waste compliance solutions
- Experience with EMIS systems
- Relate and communicate complex and varying storage tank compliance requirements to the audience
- Collaboration across multiple internal and external stakeholders
- Strategic thinking: works with a sense of urgency and makes quick informed decisions.
- Excellent written and verbal communication skills
- Engineering/Analytic/Mathematic skills
- Strong influencing and negotiation skills
- Regular, predictable, full attendance is an essential function of the job
