Duties Description About OGS:The New York State Office of General Services (OGS) provides essential support services for state government operations. We are a diverse organization that delivers a broad spectrum of services to state agencies, local governments, and the public, such as building management and maintenance services for 49 major office complexes and buildings statewide, including the state Capitol; managing leases of privately held real estate used for state purposes; architectural, engineering, and construction management services, hosting cultural programs at our facilities, and more. OGS facilitates the work of New York State agencies, the Legislature, and the Judiciary and supports local governments, eligible nonprofits, school districts, and public authorities. The agency provides services by developing and managing efficient, cost-effective, and environmentally sustainable programs and activities. Critical services are delivered by partnering with New York State businesses and presenting them with significant economic opportunities through their participation in state contracts administered by OGS for commodities, services, and technology.About the role:Reporting to the Commissioner and Deputy Commissioner for Administration, the Chief Diversity Officer manages and oversees the OGS Diversity Office and diversity and inclusion programs within OGS and indirectly reports to the State’s Chief Diversity Officer. The incumbent develops the Strategic Plan for Diversity, Equity & Inclusion (DEI) and oversees its implementation for the agency. Additionally, the incumbent will oversee and direct the activities for diversity and inclusion activities for OGS and will be responsible for ensuring that the facilities, services, and programs provided by OGS are culturally relevant and provided in a manner consistent with cultural, ethnic, linguistic, and spiritual norms, beliefs, and values. The incumbent serves as a member of the OGS Executive Leadership Team. Specific duties of this role will include, but not be limited to, the following:Leadership and Management:• Develop and direct OGS’ Workforce Diversity and Inclusion plan with a focus on identifying strategies and influencing policies and procedures to advance equity and inclusion as well as improve workplace culture.• Create and follow a framework guiding diversity and inclusion values in meeting the OGS mission through the OGS 5-year D&I Strategic Plan. The incumbent will lead the implementation of the diversity and inclusion framework across our programs, procedures, policies, training activities, and strategies• Develop an Agency-wide Diversity & Inclusion (D&I) Training Plan/Program and/or developing culturally relevant resources, and workforce development opportunities, including active partnership with OGS Cultural Events & Curatorial, Communications, Procurement, Office of Language Access, Office of Resiliency & Sustainability, Office of Strategic Planning.• Manage and coordinate reporting responsibilities and data sharing between OGS HR, OGS Diversity Office, and OGS-hosted agency diversity liaisons. • Partner with OGS HR on various recruitment strategies and employee engagement events.Office Operations:• Provide executive-level advice in the development and implementation of best practices for recruitment, hiring, promotion, training, retention, succession planning, and special assignments to attract, develop, and retain a diverse, culturally competent workforce representative of OGS.• Communicate internally and externally the importance of diversity, equity and inclusion to the mission of OGS• Prepare executive level reports as necessary concerning Diversity, Equity and Inclusion matters for the Commissioner and Executive Deputy Commissioner, reviewing data gathered by subordinate staff and draw attention to data of interest or concern.• Prepare OGS’ annual report of the composition of the work force and plan efforts for submission to the State’s Chief Diversity Officer and the Department of Civil Service. • Collaborate with OGS HR on cultural appropriate interview questions and strategies and overseeing D&I approvals for agency hires. Goal Setting, Management, and Support:• Advise the Commissioner on matters related to diversity and inclusion initiatives and legislation and making recommendations to integrate in agency activities and responsibilities.• Use data, analytics, and performance measurement to monitor key operations, determine program and initiative success, and promote a data-driven culture for diversity and inclusion initiatives. • Formulate policies and procedures necessary to effectively integrate diversity and inclusion directives. This includes the development and management of customer/stakeholder relationships, implementing work performance enhancements, instituting efficient operational practices, and ensuring compliance with applicable rules and regulations.• Monitor and track the execution of key initiatives and projects, including those related to diversity and inclusion services. • Oversee and perform analysis of diversity and inclusion initiatives and programs, including benchmarking against similar programs, creating clear standards for performance, preparing reports for executive review, and making operational adjustments to adjust to changes and trends.• Represent OGS with the Executive Chamber Chief Diversity Office, Office of Diversity Management, New York State’s Workforce Diversity and Inclusion Council, Legislature, Division of Human Rights, other State agencies, and public on behalf of the Commissioner as appropriate. • Serve as the OGS designee on Executive Order (EO) 187 (Ensuring Diversity and Inclusion and Combating Harassment and Discrimination in the Workplace), EO 31 (Committing New York State to Becoming a Model Employer for People with Disabilities), and EO 40 (Committing New York to Be an Employment First State to Increase Competitive Integrated Employment for New Yorkers with Disabilities).
Minimum Qualifications Bachelor’s degree in related fields and seven years of progressively responsible experience managing equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, labor relations, or experience managing anti-discrimination programs and/or complex investigations.*Substitutions: Associate degree in related fields (listed above) may substitute for two years of the required experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.Preferred qualifications• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex set of business functions.• Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.• Effective communication and responsiveness with advanced written and oral communication skills, and a high degree of responsiveness.• Critical decision-making skills with the ability to process information and commit to a definite course of action.• Ability to be creative, adaptable, resourceful, and politically astute.Note: Some travel is required. Must possess a valid New York State driver’s license.
