Director Federal Protective Service
Summary This position is located in the Department of Homeland Security (DHS), Federal Protective Services (FPS), Office of the Director. FPS is the federal law enforcement agency charged with the safety, security and protection of more than 1.4 million employees and visitors to more than 9,000 facilities nationwide. Responsibilities The Director, Federal Protective Services serves as an extension of the Under Secretary for Management (USM) and operates with full authority to execute the mission of the FPS. Specific responsibilities include: Serves as the national authority and senior management official for the agency, the incumbent analyzes, plans and directs national investigative programs that impact multiple organizations that are of significant interest to the public, or affect large numbers of people on a long-term basis. Exercises independent judgment and decision making under the direction of the Under Secretary for Management (USM) who relies on the incumbent's ability, judgment and knowledge in the attainment of operational goals. Within the general framework of DHS' and MGMT's policies, the incumbent operates with a general degree of independence. Directs and manages FPS employees and coordinates with Federal, State, Tribal, and local public officials to ensure the interior security of the nation through the reduction of crimes and potential threats in federally own and leased facilities throughout the nation. Exercises overall responsibility and delegated authority for FPS, including oversight and administration of policies and procedures, which develops, enhances, and institutes best practice programs that supports and establishes uniformity of FPS response to criminal incidents and emergencies. Directs and manages FPS employees and coordinates with other Federal, State, Tribal, and local public officials to ensure the protection of the buildings, grounds, properties, and persons on the properties. Directs and oversees continuity of operations to effectively achieve specified goals and objectives by ensuring integration and accountability through regular assessment of performance measures across the enterprise. This includes periodically conducting a comprehensive evaluation of Federal Protective Service's program goals and objectives and identifying and taking corrective actions as necessary. Establishes and maintains close and cooperative working relationships with component and departmental senior officials, Federal. State, Tribal, local, and government agency senior leaders and other institutions and associations with related interests, in order to advance the programs and objectives of the agency. Provides direction and oversight to high-ranking law enforcement officers that are engaged in criminal and protective investigations that target, apprehend, and detain people who violate Federal laws and commit crimes against Federal employees and federally owned and leased facilities, and who disseminate criminal and terrorism-related intelligence. Represents FPS delivering briefings. operational updates. and answers questions from key DHS leaders, legislatures from Congress, and from international government officials sharing FPS practices and operational pursuits. Maintains effective relations with Congressional Committees, as well as Congressional Representatives and Staff Members. Additionally, effective contacts are maintained with all Federal Agencies for whom FPS provides oversight services; Federal, State, Tribal. and local law enforcement agencies; with concerned public and private interest groups. the media, and the general public. Has full law enforcement authority, which requires them to carry a firearm to respond to criminal incidents and emergencies occurring on federally owned or leased properties. Full law enforcement authority also includes investigating, apprehending. and/or detaining individuals suspected or convicted of offenses; and establishing and implementing specific assessment and operational action plans to execute other mission related goals and objectives of the Agency. Directs criminal and administrative investigations and other law enforcement activities involving the investigation, apprehension, or detention of individuals suspected or convicted of offenses against the criminal laws of the United States. Oversees high­ ranking law enforcement officers engaged in investigating criminal incidents, disseminating criminal and terrorism related intelligence, investigating allegations of employee misconduct to enforce high professional standards and joint terrorism task force operations. Provides management oversight and conducts regular reviews of critical measures and outcomes ensuring that the organization is on track in meeting its expectations and anticipated vision for addressing future criminal activities that threaten the safety of federally owned and leased facilities, employees, and visit Requirements Conditions of Employment Qualifications As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant. MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. FIREARM REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U.S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. PRIMARY LAW ENFORCEMENT POSITION: Experience in primary/rigorous law enforcement position(s), or equivalent experience outside the Federal government, is a mandatory prerequisite (5 CFR 831.902 & 5 CFR 842.802). Education There is no educational requirement for this position. Additional Information Veteran's Preference does not apply to the Senior Executive Service. Driver License Requirement: A valid state driver's license is required as you will be required to operate a Federal motor vehicle as part of your official duties.
