DIRECTOR FOR ACQUISITION AND SUSTAINMENT MDA
Summary This is a Senior Executive Service Tier 3 position. Salaries for Tier 3 positions range from $151,322 - $225,700. This position is in the Senior Executive Service, a small elite group of top government leaders. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Responsibilities The Director for Acquisition and Sustainment performs the following major duties: Develops, implements, and maintains the MDA acquisition and sustainment framework. Orchestrates regular acquisition and contracting program reviews, reviews award fee plans, acquisition strategies, as well as chairs Acquisition Strategy Panels and Source Selection Advisory Councils. Provides oversight and guidance to ensure the increments are executed with programmatic rigor and discipline, delivering integrated capability within cost, schedule and performance commitments through Integrated Execution Reviews, and leads the configuration management process associated with this effort. Develops and maintains the Mission Execution Review process, acquisition phase review guidance for the Agency, and leads the configuration management efforts associated with those processes. Is designated as the Senior Services Manager, responsible for the procurement of all agency services. Establishes and implements acquisition, contracting, sustainment, and international policy and procedures, ensuring compliance with applicable laws and regulation. Incorporates updated or emergent DoD/OSD policy into tailored MDA acquisition, contracting, sustainment, and international policy to ensure subordinate MDS programs are in compliance. Supports and guides the MDA Program Executives in developing and executing MDS program acquisition, contracting, sustainment and international strategies are consistent with the overarching MDS acquisition strategies. Coordinates with OSD staff to execute production decisions; identifies and collects issues for discussion at the acquisition-related executive-level reviews. Monitors research and preparation for selected issues prior to executive discussions and reviews. Harmonizes acquisition, contracting, sustainment, and international policies and procedures amongst MDA Principal Elements, and advises Program Managers, acquisition managers and contracting officers that support development of the MDS. Conceives and implements acquisition, sustainment, and international streamlining initiatives, and leads the top-level, non-advocate acquisition reviews. Chairs the Agency's Acquisition Strategy Panels, serves as a source selection authority, and approves when necessary. Determinations & Findings, and Acquisition Plans. Establishes and implements MDA decision support processes and tools to evaluate alternative projects and programs. Analyzes processes in terms of contracting and acquisition strategies, policies, performance requirements, and other unanticipated events that affects mission accomplishment. Provides oversight of initiatives that support sophisticated acquisition and other phased procurement activities requiring options for follow-on work which are negotiated; unsolicited proposals which generate challenges in proprietary rights, data, or patents; extensive sub-contracting; and dealings which will involve personnel unfamiliar with government contracting. Critically examines acquisition methodologies Agency-wide and strategizes with the Director of MDA on anticipated needs for achieving MDA's mission. Represents the Director of MDA in high-level forums and routinely interacts with senior executives and general flag officers within the Agency, across DoD and Services, with other Federal Agencies, and OMB. Additionally, collaborates with senior executives from national and international private sector industries, media representatives, academia, foreign officials, and members of Congress. Serves as the Agency's senior spokesperson and advisor on matters related to acquisition and contracting management. Principal advisor to the Director on international affairs and missile defense policy issues. Manage partnerships and activities with international and policy stakeholders. Performs other comparable duties as assigned. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification. Comprehensive knowledge and proven technical and managerial expertise required to provide oversight and direct all activities associated with successful execution of major defense acquisition programs. Mastery of program management concepts and standards across diverse products and basing modes associated with all aspects of ensuring effective execution of complex acquisition and contracting programs involving multiple organizations within the U.S. and foreign entities. Mastery of full-spectrum acquisition and associated contract administration, practices and policies, directives, regulations, and public laws as applied to joint and combined weapons systems acquisition programs. Education Substitution of education may not be used in lieu of specialized experience for this position. This critical acquisition position requires Advanced Program Management, Contracting or Engineering and Technical Management, acquisition certification. The incumbent has 48 months to achieve this certification. The incumbent must complete 80 Continuous Learning Points (CLPs) every two years.
