Yes County Albany Street Address Office of Health Care Deliver, Office of Primary Care & Health Systems Management Empire State Plaza, Corning Tower City Albany State NY Zip Code 12237 Duties Description The Director for Patient Advocacy will report directly to the Director of the Bureau of Hospital Transformation and Planning and will work with all Department of Health programs to help streamline and simplify information and processes to serve as a one-stop shop for patients. The Director will work to uphold New York’s Hospital Patients’ Bill of Rights, which guarantees all New Yorkers the right to transparency, autonomy, and respect at all levels of their health care. The Director will focus on helping patients with issues department wide including but not limited to hospital medical bills and patient financial issues with hospitals. The Director will oversee the distribution and utilization of Uniform Hospital Financial Assistance form information and the monitoring, compliance, and enforcement of the Financial Assistance Compliance Pool (FACP). Duties for the Director include but are not limited to:New York’s Hospital Patients’ Bill of Rights:Oversees the development and implementation of the dissemination of information pertaining to patients access and rights to health care; Manages the review and monitoring of health care billing and legal requirements in accordance with State and federal law; Assists in the development of policy relative to assigned program/initiatives; Coordinates responses to inquiries from legislative staff, federal agencies, providers, health care associations, and consumers on patient rights issues; Represents DOH in discussions with health care industry organizations and providers, advocacy groups, federal agencies, and other State agencies at governmental conferences, panel discussions, and public seminars. Uniform Hospital Financial Assistance form:Oversees the development and implementation of the dissemination of information pertaining to the Uniform Hospital Financial Assistance program and the NYS Uniform Hospital Financial Assistance Application; Oversees the collection and review of hospital reporting on the number of people that have applied for financial assistance annually, including their age, gender, race, ethnicity, and insurance status; Coordinates the analysis, review, and approval of reports and data provided; Assists in the development of policy relative to assigned program/initiatives; Coordinates responses to inquiries from legislative staff, federal agencies, providers, health care associations, and consumers on Hospital Financial Assistance issues; Represents DOH in discussions with health care industry organizations and providers, advocacy groups, federal agencies, and other State agencies at governmental conferences, panel discussions, and public seminars. Financial Assistance Compliance Pool (FACP)Acts as lead on FACP in addressing these issues and determining best-practices for future compliance; Oversees the collection and review of annual hospitals surveys; Coordinates the analysis, review, and determination of annual hospitals surveys and data provided for compliance; Assists in the development of policy relative to assigned program/initiatives; Coordinates responses to inquiries from legislative staff, federal agencies, providers, health care associations, and consumers on Hospital Financial Assistance Compliance issues; Represents DOH in discussions with health care industry organizations and providers, advocacy groups, federal agencies, and other State agencies at governmental conferences, panel discussions, and public seminars. Minimum Qualifications A bachelor’s degree plus seven (7) years of experience in overseeing operations as related to patient relations, clinical administration, or payment systems for a health care facility. At least two years must have been at the managerial level. *Substitutions: Four (4) years of specialized experience OR an associates degree and two (2) years of specialized experience may substitute for the bachelors degree; J.D. or masters degree may substitute for one (1) year of specialized experience; Ph.D. may substitute for two (2) years of specialized experience.Preferred Qualifications: Knowledge of Public Health Law (§ 18C) and New York General Business Law (§ 349-G and 519-A); Knowledge of NYS laws and regulations pertaining to patient billing and healthcare provider requirements of treatment; Knowledge and experience navigating the patient billing system and requirements used by health care providers; Knowledge of New York’s requirements under the Indigent Care Pool Funds (ICP); Experience evaluating patient needs in financially supporting healthcare services received, Medicaid/Medicare, and private health insurance policies; Strong organizational, communication and interpersonal skills; critical thinking, analytical and writing skills, ability to manage multiple priorities; experience in managing programs and supervising staff; excellent presentation and team building skills; The preferred candidate would be knowledgeable about hospital services, public health issues, existing and proposed health care provider payment issues and methodologies at the Federal and State level; Experience overseeing implementation of hospital subsidy programs and management of accountability for State funding; Experience overseeing financial and budgetary operations of a hospital or health care provider group. Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportationFor new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
