DIRECTOR FOR STRATEGY & FUTURE REQUIREMENTS
Summary You will serve as a Director for Strategy & Future Requirements in the Corporate Operations Directorate of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Management Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14 Step 10. Responsibilities You will develop and implement strategic direction, objectives, and business process improvements to aid in establishing desired Command operational and strategic changes. You will oversee the Science and Technology Reinvention Laboratory (STRL) engagements with the Office of Naval Research and Development Establishment (NR/DE) and the implementation of STRL authorities. You will provide recommendations on establishing management processes and an environment conducive to the effective utilization of personnel and financial resources necessary to support the NAVFAC mission. You will oversee and measure corporate operation’s performance as it relates to allocated resources with an emphasis on infrastructure, general equipment, OM/S, administrative processes, security, and process improvement. You will utilize analytics to drive accountability and provide assessment back to resource sponsors, evaluating changes to future resourcing needed to advance the objectives of Navy leadership and national security strategy. You will ensure proper application of accepted business and financial management principles to promote effective, efficient, and compliant operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 through GS-14 or NT-3 or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring command business office programs, functions and processes are developed, implemented, and coordinated strategically to be executed in unison with Technical and Business Departments; 2) Formulating, implementing, and executing business, financial, and administrative processes in a scientific research and development organization; 3) Administering and advising on command services for infrastructure, security, property, and administrative functions; 4) Performing complex and comprehensive studies to measure effectiveness, efficiency, and productivity; and 5) Collaborating with leadership, DoD customers, and stakeholders to provide support and resources to accomplish objectives in support of mission requirements.
