Director - HR Business Partner (Europe and the Middle East)

Habitat for Humanity International is seeking a Director of Regional Human Resources Business Partner (HRBP) for Europe and the Middle East (EME) to play a vital role in shaping our HR strategy and talent development across the region. Reporting to the Senior Director of Business Services, this strategic and operational leadership role offers the opportunity to influence our global mission while driving high-impact HR initiatives that directly support our regional operations.

As an HRBP, you will partner with senior leaders across the area, regional, and national offices to deliver innovative, people-focused strategies that enhance organizational effectiveness. You’ll advise on best practices in talent management, workforce productivity, and organizational development, while ensuring alignment with Habitat’s broader goals. Working closely with our centers of expertise and shared services, you will help drive the growth of a diverse and committed workforce across Europe and the Middle East.

Strategic Leadership, Talent management and Development
*Lead the deployment of the talent strategy while leveraging the thought partnership and collaborating with Global Talent Management Team and execution support of directs.
*Support the design strategy including contributions to discussions on overall structure, general HR strategy, Compensation policies and philosophy, and supporting systems.
*Serve as a strategic advisor to the Area Leadership Team and National Offices on Succession Planning.
*Act as a thought partner to the Leadership Team, offering strategic guidance on organizational culture, Habitat values to align with the mission and goals.
*Support Leadership Team and National Directors on conducting talent dialogues, crucial conversations, recommending development opportunities, and coaching on conducting high-quality conversations during performance reviews.
*Serve as an advocate for Diversity, Equity and Inclusion (DEI) principles and Duty of Care priorities within the Leadership Team and role model safe, inclusive, and caring leadership standards.
*Promote initiatives that enhance the employee experience, team engagement, inclusion, and cohesion within the region.
*Provide constructive feedback and guidance on career paths and professional development for the HR team and all regional staff; establish a culture of continuous learning opportunities.
*Lead and facilitate the workforce planning for the Area Office, support the National organizations including, managing workforce adjustments, such as staff reductions, or scale up, including organizational design work.
*Implement an employee engagement plans (outcomes from annual engagement surveys); communicate strategies tailored to suit alternative work schedules such as remote management contexts, ensuring it supports effective interaction and staff integration across all the region.
HR Operations
*Manage a team of 4-5 HR and talent management professionals.
*Oversee execution of HR operational processes for HFHI staff across the region including payroll, performance management, onboarding and end of service.
*Support the start-up of large projects within the network with a focus on building project teams quickly, integrating project staff and adapting local systems, procedures and policies in line with grant requirements (may require deployments to project sites).
Business Development
*Support to the design of project teams and overall integration planning for project teams within broader National Organization structures.
*Leadership for the recruitment of proposal-winning technical staff in the proposal development process and preparation of CVs for the proposal.
*Support to the Go/No Go process and evaluation of NO capability to handle additional HR needs.
Risk Management and Compliance
*Collaborate on the identification and resolution of employee conflict or need for disciplinary action in accordance with the policies and procedures and the local labor laws.
*Conduct periodic audits of local HR practice in national organizations and work with local teams to resolve any findings.
*Coordinate with the National Directors, Finance, Programs to ensure successful internal audits, review reports and recommendations, developing action plans to address the system gaps at AO and National office level.
*Ensure on-time and accurate submission of any statutory reporting required for HFHI operations within the region.
*Support capacity-building efforts for network HR resources to ensure HR needs are met at the National office level.

Requirements:
*University degree, preferably in HR management or Organizational Psychology.
*8-10 years of related professional and management experience in HR, preferably within an INGO or international organization.
*Robust knowledge of and experience with the European and Middle East context.
*Experience with managing employee relations.
*Experience with budget preparation/compilation.
*In depth experience in compensation and benefit management.
*At least 3 years of HR Audit and Workforce Planning.
*Experience with and knowledge of:
-Slovakia and other regional labor laws.
-Dispute resolution mechanisms.
-Human resource policies and procedures.
-Staffing processes and procedures.
-Compensation survey participation and interpretation.
-Job leveling.
-International work experience, preferably in Europe and Middle East.
-Fluency in English.
