Jersey Street, Elizabeth, NJ 07206 Job Overview: The New Point Specialty (NPS) is a psychiatric facility (specialty bed) serving adolescents who are residents of NJ between the ages of 14 and 18. Services are voluntary. The Children System of Care (CSOC), Contract Systems Administrator (PerformCare) determines the specialty bed level of care and referrals are made via the SRTU for admission into the program. NPS is licensed by The Office of Licensing and accredited by the Joint Commission. The program model is designed to respond to the needs of significantly traumatized youth who have severe behavioral and emotional disturbances. Youth admitted into the program demonstrate an array of behaviors that include but are not limited to impulse control, anger outbursts, assaultive behaviors, self-harming acts, and oppositional behaviors. An array of specialized treatment are incorporated into the trauma focused model including, Sexually Reactive Behavior and/or Fire-Setting Specific Treatment. Comprehensive family treatment is done when applicable which may include psycho-educational, group, and clinical family sessions Qualifications: Required: + Masters degree in a relevant field required. + Two years administrative experience required Scheduling Requirements: + Days to work + FT Essential Functions: + Directs the day to day program/service operations. + Manages the hiring, firing, evaluating, directing and developing all program staff except psychiatrists. Program Director will provide input on performance evaluation of psychiatrists to the appropriate supervising psychiatrist. Personnel management is to be done within hospital personnel policies and procedures. + Manages inquiry/intake systems to insure maximum business and clinical responsiveness. + Implements and utilizes management information systems which identifies new intakes for discharge, referral source, patient origin data and drop out rate data. + Participates in problem solving and decision making processes and supports initiation of change that enhances patient care and unit functioning. + Develops and implements the budget within agreed upon revenue and cost targets. + Actively manages the caseload of census to insure that LOS targets or quick intake objectives are met. + Promotes referral development/referral relations and marketing directed on increasing non-indigent business. + Formulates new product development in response to market needs and provide recommendations and assistance in implementation related to responding to community needs. + Knowledge - Demonstrates knowledge of principles of growth and development across the life span. + Knowledge - Demonstrates knowledge of criteria to identify victims of abuse and neglect. + Knowledge - Knowledge of Safety Issues/risks inherent in our Population Served. + Integrate the services with the Hospital s primary functions. + Coordinates/integrates inter-intradepartmental services. + Develop/implement Policies and Procedures that guide/support services. + Determine staff qualifications and competence. + Continuously assess/improve department performance. + Maintain appropriate Quality Control programs. + Participate in orientation/continuing education of Department staff. + Participate in selection of outside services. + Ensure the department operations are effective and efficient. + Hold staff accountable for their responsibilities. + Ensures the responsibilities for administrative and clinical direction are defined in writing. + Ensure coordination of care/treatment /services. + Ensure that all areas providing patient care are directed by qualified professionals with appropriate training and experience. + Maintains the integrity of the department s payroll by ensuring that personnel are not paid for more paid time off than they are entitled to and premium overtime is kept to a minimum. + Completes all staff introductory evaluations, annual evaluations and re-evaluations within the timelines outlined and in accordance with Human Resources policy.
