With more than 7,000 employee-owners, Austin Industries provides nearly every type of civil, commercial and industrial construction services through the expertise of our operating companies: Austin Bridge & Road, Austin Commercial and Austin Industrial. **Austin Industries** has an outstanding opportunity for a **Director of Benefits & Compensation** at our corporate headquarters in **Dallas, Texas.** Our director develops, coordinates and implements policies and programs encompassing areas of Human Resources, wage and salary administration, administration of retirement plans, group insurance plans, and Human Resources Information Systems. **Supervisory Responsibilities:** + Benefits Manager + Compensation Manager + Benefits Analyst + HRIS Analyst **Responsibilities:** + Responsible for administration of the self-insured medical plan, including vendor selection for claims processing, stop-loss insurance, and actuarial work. + Works with accounting department to ensure proper financial practices are followed, including maintenance of proper claim reserve level, reconciliation to general ledger, banking transactions, and claim and expense projections. + Responsible for all fully insured programs including dental, vision, life insurance, voluntary accidental death and dismemberment, long term and short term disability plans and other such benefits as may be adopted by the Austin companies. This includes active discussions with insurance carriers on annual renewals, compiling demographics, designing program specifications and other data necessary for bid solicitations and evaluation of bids. + Actively involved in the establishment of the company contribution amounts to the insurance plans and supervises monthly billing process. Ensure enrollments and changes are in compliance with plan documents. + Supervise the wellness program including design, implementation, and communications to employee-owners. + Actively involved in development of participation incentives, vendor management, and budgeting costs. + Responsible for compliance with regulations on the cafeteria plan and the flexible spending account plans. + Supervise plan design, communications and vendor management. + Responsible for administration of the Employee Stock Ownership Plan, including correspondence with active & terminated vested employee-owners, interpretation of plan provisions, necessary record-keeping procedures, allocations of company contributions, compliance testing, etc. + Oversees all distributions, including those required under the diversification and minimum distribution provisions in the plan. + Responsible for administration of the Austin Advantage 401(k) Plan including interpretation of plan provisions, maintenance of records, discrimination testing, reconciliation of weekly employee-owner and company contributions and distributions. + Monitors the effectiveness of compensation and bonus plans and for comparing these with industry and local community practices. Supervises participation in salary surveys and market pricing comparisons. Oversees the companies wage and salary programs, including exempt and nonexempt job evaluations and position descriptions. + Responsible for oversight of the Human Resources Information System (HRIS) including vendor selection and management, employee-owner record maintenance, compliance with laws regarding record retention, and for maintaining proper security for confidentiality. + Takes a lead role in discussions about plan changes needed to comply with new or amended laws. Examples: Tax Code, ERISA, ADEA, COBRA, HIPAA, State Insurance Code and many others. + Additional duties as assigned. **Qualifications:** + 10+ years’ experience in benefits administration + Able to build rapport with internal and external stakeholders and able to exhibit self-awareness, self-regulation, and empathy when appropriate + Able to prioritize tasks and projects effectively, with excellent time management, organization, and prioritization skills to accomplish desired results + Ability to resolve conflicts in a high-stakes environment + Strong analytical skills, demonstrating an ability to capture, analyze and interpret large amounts of HR-related data + Ability to lead and foster a transformational change within an organization + Capable of maintaining confidential information and providing requested information to support functions on a need-to-know basis + Able to make decisions under tight deadlines, occasionally in the face of incomplete information **Requirements:** + Bachelors degree in HR management or other related degree, plus four years of experience in benefits field + Must be knowledgeable in benefits and compensation, as well as all other laws, statutes and regulations affecting this position’s area of responsibility. + Proficient in Microsoft Office Suite (Word, PowerPoint, Excel) + Some travel to various project site and regional office across the U.S. as needed + Applicants must be legally authorized to work for ANY employer in the United States.
