Primary Role

Working with the President of Military Services Group, the Director is responsible for development of business opportunities within the Department of Defense’s Utilities Privatization (UP) program, and those other non-UP opportunities that American Water’s Military Services Group (MSG) may pursue within the Department of Defense or with other federal agencies. Responsibilities include monitoring requests for interest or request for proposals issued by various federal agencies, developing with federal agencies, areas of service MSG can provide both within existing contracts and with new contractual opportunities. Reviewing solicitation documentation, evaluating solicitation requirements and conditions, providing strategic input into contract negotiations and written submittals.  Developing and implementing legislative and policy initiatives to support the company’s growth objectives.
 

Key Accountabilities Lead development of MSG growth opportunities in both the Utilities Privatization and other areas of federal government business development. Responsibilities include developing “bid-to-win” strategies, establishing and leading a bid team, reviewing solicitation documentation, evaluating solicitation requirements and conditions, and providing strategic input into contract negotiations and written submittals.  Lead MSGs efforts to liaison with senior federal officials and senior executives from other companies to develop business opportunities both within the Utilities Privatization program and outside of that program. Manage the company’s processes for identifying and pursuing business opportunities. Manage those consultants utilized by MSG to assist in the development of business opportunities. Working with the MSGs senior leadership team develop and implement policy and legislative initiatives to enable company growth, within both the Utilities Privatization market, as well as other areas of the federal government. Manage MSGs business development tracking systems and the process for identifying and prioritizing business opportunities. Assist senior leadership in the process of developing those legal entities and systems necessary to allow for the pursuit of new federal business opportunities.  Other duties as assigned.

Excellent writing and proofreading skills. Ability to effectively influence and communicate cross-functionally 10+ years of work in the DoD’s Utility Privatization program. Proficiency in MS Office products, especially Word, PowerPoint, and Excel. Knowledgeable and remain current in (Federal Acquisition Regulations (FARs), Defense Federal Acquisition Regulations (DFARs), and federal policy as they apply to UP and federal energy contracts.
  Experience/Education 3 years of utility privatization program experience. Solid understanding of and experience with federal contract management, and proposal development activity and scheduling. Experience working with the Defense Logistics Agency, or other federal contracting office(s). Experience writing and analyzing business proposals. Significant experience working in multi-functional teams.
  Travel Requirements < 25%
