Job Summary Capital Planning & Development is seeking a Director of Capital Project Delivery. This is a full-time (1.00 FTE ),12-month, professional faculty position. The Capital Project Delivery team oversees and supports hundreds of small and large capital projects for the University every year, creating and maintaining physical environments that support OSU’s diverse students and community. The team of Construction and Project Management professionals includes construction managers and project managers. The project teams involve multiple stakeholders to ensure the successful delivery of new construction, renovation, remodel, and deferred maintenance projects that support the University’s academic mission; align with OSU’s commitment of Universal Accessibility and Environmental Sustainability; and honor the rich historic roots of the campus. From conceptual project development, through design, permitting, construction and occupancy, the team endeavors to plan and develop high-value, quality, long-term, cost-effective facilities, and landscapes that enhance the teaching and research objectives of Oregon State University, embrace our partnership with the community and reinforce our stewardship of OSU lands. To that end, Capital Project Delivery has five primary goals: + Cost – Deliver projects of long-term value within justifiable, benchmarked budgets + Performance – Measure, guide and evaluate process and outcomes + Quality – Deliver projects that continue the tradition of high quality and historic character to enhance OSU’s distinctive environment + Schedule – Deliver projects in a professional, timely and thoughtful manner + Stewardship – Actively collaborate with colleagues in the Office of Sustainability, Accessibility, and Facilities Services to employ life cycle cost analysis and sustainability measure in the delivery of all capital projects The role of the Director of Capital Project Delivery is to provide leadership for the Capital Project Delivery team and oversee the effective administration of the design and construction process utilized at the University. This position utilizes a broad perspective of construction knowledge and experience to provide timely, cost effective, and professional services in support of the University’s academic and research mission. A fine-tuned understanding of organizational competency that includes the ability to skillfully pivot and adapt to fast changes during project delivery is key for position success. The position will understand and respect the complexity of the university’s administration in order to navigate it to effectively keep projects moving to their timely completion. This position will formulate and develop policy regarding construction project management and planning and provide expertise to administrators, committee, and departments by analyzing project requests and preparing reports. The Director of Capital Project Delivery position works closely with university and department leadership as well as outside entities. The ability to effectively communicate, understand, empathize, and display patience with a broad group of people is key to success in this position. Key Responsibilities 50% Strategic Program Development and Management Develops and designs construction performance metrics and reports that assist leadership in making planning decisions and resource allocations concerning construction projects. Develops and manages a system for analyzing the processes and policies utilized. Evaluates and provides analysis and advice in support of the University’s strategic objectives, opportunities and/or challenges relating to design and construction. Identifies benefits needs and concerns of the University, along with potential solutions. Establishes and oversees process for tracking project timelines and budget conformity and maintaining related documents in appropriate filing system. Formulates and develops policy regarding the university design and construction. Makes recommendations on policy changes after analysis of impact of change to university. Collaborates with internal and external constituents aligning with university efforts to enhance and foster diversity, equity, and inclusion. These efforts include education, outreach, and reporting. Collaborates with department representatives to ensure that capital projects support the mission of the University and optimizes resources. Serves as liaison to departments by providing design and construction services to OSU campuses and OSU statewide services. Based upon the department’s short and long-term business needs provides strategic advice regarding design and construction analysis. Engages with various campus and University stakeholders to develop novel and creative approaches to highly-varied, complex and often non-recurring situations, opportunities or challenges relating to design and construction. Evaluates existing and proposed administrative activities within the Design and Construction group to enhance effectiveness, efficiency and to maintain conformity with established guidelines, policies, construction standards and manuals. Performs complex data analysis, prepares presentations and reports, and interacts with various levels of management and staff. Utilizes extracted data to inform decisions and effectively recommend decisions to leadership. Uses discretion, diplomacy, and confidentiality to handle sensitive issues. Communicates regularly with University customers and network with other University professionals. Communicates with supervisor to ensure an appropriate level of understanding of current issues/activities, the committees, meetings, and groups they are participating in, as well as issues within the unit in general. Develops and maintains unit policies and procedures. Applies applicable laws and regulations and establishes policies/procedures as appropriate. Recommends revisions to policy and procedures by evaluating impacts. Utilizes department database and evaluate the quality of services provided by reviewing available data and reports and make improvements or adjustments as needed. Makes recommendations to the supervisor to adjust the operation to meet changes in needs, requirements, or University resources. Supervises implementation of improvements. Evaluates and modifies, as necessary, unit policies and website information. Seeks additional opportunities to increase effectiveness of unit programs through cross functional partnerships with other campus organizations. Seeks efficiencies, improvements and innovative techniques or methods to benefit the University. Collaboratively contributes to development of program budgets. Reviews monthly reports provided by financial services. Analyzes transaction data and recommends action regarding unit financials. Effectively recommends reallocation of funds and adjusts budget through actual and projected transactional analysis. Provides financial analysis and trend forecasts to assist with budget development. Provides recommendations to supervisor. 35% Leadership and Supervision Provides leadership, supervision and direction for assigned staff to ensure all responsibilities in support of unit initiatives, work management and project coordination are completed timely and efficiently. Reinforces the development and maintenance of professional work standards and conduct, collaborative relationships at all levels and a proactive approach to service delivery. Plans, assigns, and reviews work, establishes goals for each position and assess performance through completion of evaluations; hires, trains, promotes employees; disciplines or effectively recommends discipline up to and including dismissal; and addresses grievances, developing a framework for corrective actions as necessary. 10% Project Management Responsible for the initiation of project delivery from the conceptual phase. Manages projects between phases, and is responsible for coordination of project handoffs to others within the team for completion. Typical coordination activities within this effort may include project and construction activities for architectural and engineering projects and self-performed work; develops scope and prioritizes construction and repair projects; manages budgets, contracting and project implementation with Facilities Services and appropriate governmental agencies. Serves as liaison between the end user, design consultants, contractors, trades personnel, and the CPD department. Collaborates in the solicitation and selection process of design consultants and contractors. Participates in the review of design consultant and contractor contract negotiations and modifications. Reviews construction project requests for change orders to ensure compatibility with user needs, design standards, and intent. Develops initial estimates for construction and repair projects and self-performed trade work. Approves/rejects design, construction, and trade work budgets. Reviews change orders and final acceptance of construction projects to ensure compliance with contract documents. Reviews/approves invoices and applications for payment. 5% Other duties as assigned Represents institution on committees and appropriate professional associations. What You Will Need + Bachelor’s degree in a field related to assigned responsibilities (examples: Business Administration, Architecture, Construction Engineering Management, or Engineering) ; OR ten+ years of progressively responsible work experience in a position with similar duties. + Three (3) years Supervisory experience which includes team building and leadership, conflict resolution, work assignment and management, schedule management, performance management, training, and development. + Excellent interpersonal skills. + Ability to communicate with a large and diverse base of internal and external customers. + Effectively manage multiple projects concurrently in various stages of development. + Understanding of contract implementation and legal requirements associated with contracting law. + Progressive experience supervising and managing architectural and engineering work including design, specifications, project management, construction management, contract implementation and related work. + Construction, design, engineering and project management software, program, and database experience. + Familiarity with building code requirements and knowledge and experience with a wide range of mechanical systems. + Experience and knowledge with trade coordination. + Demonstrated knowledge of effective strategies for working with diverse constituents. This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Working Conditions / Work Schedule Working conditions include a combination of office and construction site environment. Physical demands of an office environment require sitting for extended periods of time working at a computer. May work under stress of deadlines. Site visits include on-campus and off-campus within the state of Oregon. Schedule may include evening meetings with public agencies and weekend construction coordination or observation. Physical working conditions on construction sites include activities in all types of weather. Walking surfaces may include uneven floors, gravel, and steep slopes. Climbing on scaffolding and ladders as well as bending and stooping will be required. There may be time when construction activities will occur in confined spaces. Some light lifting may be required.
