Join us and make a lasting impact. We are seeking a candidate for a Director of Compliance to serve as the leader of OSD’s Compliance Unit. In this role, you will have the exciting opportunity to design and direct an innovative compliance program to ensure that executive branch agencies conduct procurements that align with the Commonwealth’s statutes, regulations, and policies. Working under the direction of the General Counsel and closely with the OSD Legal team, you will play a pivotal role in supervising a Compliance team analyzingExecutive agency procurement activities. The Director of Compliance will be integral in developing, innovating, and carrying out OSD policy and processes related to agency procurements and should be comfortable in a project management role, drafting reports and publications, leading presentations and scrums, and using other compliance and investigative tools. Key attributes of a successful candidate include the ability to build and manage effective and high-performing teams and to cultivate creativity and innovation to drive results. The Director of Compliance should have excellent attention to detail and the ability to manage multiple competing priorities. The candidate should be action-oriented, driven to succeed, and exhibit proven problem-solving and communication skills. *Key Responsibilities:* * Supervises a team of Compliance Staff, with responsibility for planning, resource allocation, and staff development * Directs thorough investigations, reviews, and audits into executive agency procurement activities, including the design and management of compliance reporting tools and the development and implementation of new processes, programs, databases and techniques * Monitors, reviews, and analyzes information in COMMBUYS/CLM, OSD’s e-procurement platform, as well as other data, reports, and transactions to identify patterns, trends, and inconsistencies to inform department activities * Oversees and compiles comprehensive reports on procurements, including drafting policies, memos, reports, correspondence, and other documents related to OSD’s compliance initiatives, including Corrective Action Plans and communications and bulletins to state agencies * Initiates and participates in special projects and cross-agency collaboration to improve department and agency policies; works closely and collaborates with Legal, Training, Sourcing and other OSD Units to collaborate and share information to better inform compliance activities * Leads meetings with staff members and Executive agencies to communicate relevant substantive information and appropriate next steps related to procurement activities and compliance initiatives * Follows up on previous findings and reports to ensure that corrective action is taken, by conferring with internal and external stakeholders to resolve issues and to encourage compliance with established laws, rules and regulations. * Develops, drafts and revises OSD Compliance policy, standard operating procedures, training materials, and other written documents and communications * Proactively identifies opportunities for process improvement to improve quality and efficiency of Compliance and other OSD activities *Requirements:* * Knowledge of supervisory and management principles, including planning, resource allocation, and staff development * Proven ability to manage and supervise a team effectively, including planning, motivating, and leading staff * Extensive experience in investigations, audits, compliance, or a related field, with a proven track record of leadership and management * Deep understanding of the laws, rules, regulations, policies and procedures, governing public procurement and Compliance Unit activities. * Public procurement or contract management experience, or experience in a compliance, regulatory, financial, or legal environment * Advanced analytical and investigative skills, including the ability to analyze the applicability of data and take appropriate action * Strong written and verbal communication skills, with the ability to prepare detailed memos, reports, and other correspondence and documents and the ability to interact and negotiate with various stakeholders * Exceptional attention to detail with the ability to resolve complex issues, work effectively and independently in a fast-paced environment, and to delegate to team members as needed * Proficiency with Microsoft Office 365 tools, including Teams, Outlook, Excel, Word, and PowerPoint, as well as databases, applications, and other organizational and presentation software and programs * Familiarity with Massachusetts Management Accounting and Reporting System and/or COMMBUYS/CLM is preferred The Operational Services Division values staff diversity and contributions to an inclusive working and learning environment. *DEI Value Statement* Diversity, Equity, and Inclusion are integral to the Operational Services Division’s (OSD's) mandate to oversee transparent and equitable practices through a variety of public services and programs within the Commonwealth of Massachusetts. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
