Director of Emergency Disaster Services

QUALIFICATIONS:

Bachelor’s Degree in Business Administration or related field strongly preferred Background in community relations activities, budgeting, program development & emergency services Excellent verbal and written communications skills Computer literate in Microsoft office suite Ability to work with people of diverse backgrounds and circumstances Ability to assess at risk participants and situations Comprehensive knowledge of TSA and local community resources Successful background clearance Ability to motivate others Ability to take charge and direct large groups in stressful situations Ability to work with minimal supervision Must be able to pass a criminal background check Must possess a current Arizona driver’s license w/a clean driving record Must be able to travel extensively

RESPONSIBILITIES:

Oversee all Divisional emergency preparedness, response, & recovery activities. Supervise & coordinate all disaster work in the Division. Serve as the Divisional Liaison to all regional emergency management partners. Oversee an emergency management training program, including curriculum development. Serve as a Divisional emergency management trainer, including train-the-trainer and supervise other trainers (the expectation being that sufficient trainings will be held each year to ensure an adequate pool of trained volunteers is available in each region of the division). Supervise, develop, and train all divisional emergency services personnel and volunteers. Oversee the strategic assessment and planning process for divisional contingency activities. Oversee a divisional emergency communications system. Assess canteen readiness, functionality, mechanical issues and implement regular maintenance plan. Assist with coordination of fundraising needed for disaster supplies and equipment. Assume an active role in the local VOADs & other pertinent non-profit emergency management networks. Coordinate disaster response exercises & ensure divisional participation in local VOAD/Govt response activities. Attend seminars, conferences, and workshops on related topics, as requested. Be responsible for care, storage, and upkeep of canteens. Develop a disaster committee within the Phoenix City Advisory Board. Develop multi-sector partnerships within the emergency management field. Ensure that the EDS Volunteer Database information is kept current. Maintain inventory of all disaster services equipment & preposition equipment for maximum effectiveness. Work with Service Extension units to develop active disaster committees. Provide updated information to PR staff for news releases and media information. Represent the Division as a public speaker, emergency management trainer, and/or conference panelist. Represent The Salvation Army on the following community meetings: American Red Cross Mental Health committee. Arizona Critical Incident Stress Management Network and related committees. Arizona Voluntary Organizations Active in Disaster and related committees. City of Phoenix Human Services Commission and related committees. Divisional Emergency Services Coordinator to all emergency services agencies. With approval, deploy to national/international disasters to support Salvation Army emergency efforts. Work with other disaster response agencies in planning and coordination. Response capabilities in the Service Extension areas, as well as meet with Emergency management and fire department personnel to establish good working relationship and assist with organizing a response plan for each community.
