About the Role
We are looking for an experienced leader who has a proven record of leading technical teams to modernize and deliver high quality tools and systems that meet user needs. As a Director of Engineering, you will work to align technical teams around strategy, planning and technical delivery at OTI and across the city. You have hands on experience developing high quality code and enterprise systems with ability to clearly communicate and help team members from many backgrounds to achieve solutions. A normal week will have you working with members of the team to prioritize work, align and implement enterprise technical solutions, coach and ensure high quality code across technical teams, build a strong and collaborative team culture and resolve issues across teams.
This position will report to the Chief Digital Strategy Officer to improve the digital experience for all New Yorkers. Responsibilities include:
- Deliver online public-facing websites and tools from inception to launch including performance, accessibility, scalability, and security;
- Provide hands-on technical leadership, including mentoring, guiding, and motivating engineers across teams;
- Effectively communicate complex ideas and make compelling cases; clear and succinct communication across teams.
- Effectively collaborate with engineers, product managers, designers, collaborators and partners across the city;
- Oversee team growth, motivation and retention including hiring and performance management;
- Coordinate with technology partners across city government to deliver online applications;
- Jump in can code web applications if necessary, in order to deliver modern digital services to New Yorkers at low cost;
- Commit to building services that advocate for diversity, equity, and inclusivity;
- Manage special projects and initiatives as assigned.

SHIFT/HOURS:
Day - due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Qualifications
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
