The Opportunity 

Abt Global is preparing for the anticipated USAID/Pacific Economic Growth (PEG) Activity that aims to advance economic growth, climate resilience, and inclusive development by:

•           Improving the climate resiliency of local enterprises and infrastructure, 

•           Supporting local small and medium enterprises to access markets and financing, 

•           Facilitating greater trade and private investment, and 

•           Strengthening public financial management and domestic resource mobilization. 

As the Director of Finance and Administration, under the supervision of the Chief of Party, you will be responsible for managing all project operations, accounting, sub-awards, grants, and vendors and ensuring financial and operational compliance with USAID and local regulations. You will be responsible for ensuring adequate financial management systems are in place and will maintain transparent financial and reporting procedures for the effective operation of financial controls. You will be responsible for record-keeping, financial functions, and financial reports. You will directly supervise the finance, operations, and administration team. The position will be full-time for the duration of the program and based in Port Moresby, Papua New Guinea and will potentially manage staff in the Solomon Islands and Vanuatu. The position is contingent upon the activity’s award and USAID approval.

Core Responsibilities 

Develop and maintain sound financial management systems in line with USAID and local rules and regulations, accounting best practices, and Abt Global policies and procedures. Lead the development, monitoring, and review of project budgets in line with national laws, donor regulations and corporate policies.  Prepare budgets and financial reports for submission to USAID and Abt US office. Understand Abt’s financial and operations tools, systems, and policies and oversee their application and implementation in the field.  Ensure timely completion of month-end and year-end accounting closes, with appropriate supporting documentation for all accounting transactions uploaded to Abt’s accounting system. Organize the orientation and provision of continuous training/ skills building for all relevant PNG, Solmon Islands, and Vanuatu-based staff on financial and operations policies and procedures, and finance, accounting, project management and operations. Prepare financial analyses and budget vs. expense reports to determine reasonableness of variances and take appropriate actions as required.  Liaise regularly with the senior management team, providing relevant and timely financial and operations information for planning and decision-making purposes. Provide support in responding to financial audits by USAID. Oversee sub-award and grant performance management including compliance with USAID regulations. Prepare and oversee tax reporting and compliance. In collaboration with Abt’s Global Security Office, develop and oversee security protocols including travel and transportation procedures within Papua New Guinea and across countries.  Oversee project’s procurement needs and processes, ensuring cost efficiency and compliance with Abt, USAID, and local regulations.  In collaboration with Abt’s HR department, oversee human resources staff and functions, including equitable processes for staff recruitment and retention and implementation of robust safeguarding policies and protocols.  Directly supervise Finance, Operations and Administration staff, ensuring that functions are performed timely and accurately. Ensure implementation of and adherence to Abt Global Human Resources policies including compliance with national labor law. Liaise with Abt’s local bank and other regulatory bodies as necessary. Other duties, as requested.

What We Value

Master’s degree + CPA or other internationally recognized accounting designation, in business administration, finance, accounting, or other relevant fields  At least 10 years of experience in administrative and financial management of USG programs of similar scope and value.  Demonstrated experience in senior leadership roles overseeing operations, security, human resources, sub-awardee and grantee management, and procurement in Papua New Guinea.  Demonstrated knowledge, skills, and/or experience in accounting, financial planning, and other management support areas, including prior experience with USAID procedures.  Proven supervisory experience and experience in design and implementation of training/capacity building for finance and accounting staff. Demonstrated leadership qualities, with a depth and breadth of expertise in financial management. Fluency in English and Tok Pisin preferred.
