Director of Finance & Administration - USAID/Indonesia HIV/AIDS Flagship Activity


Palladium seeks an experienced Director of Finance and Administration (DFA) for an anticipated five-year USAID-funded HIV/AIDS Flagship project to accelerate the Government of Indonesia’s progress in achieving and sustaining HIV epidemic control by 2030 with a focus on optimizing access, quality, and delivery of services, particularly for key populations.

Primary Duties and Responsibilities: 

The primary responsibility of the DFA is to oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the project Chief of Party (COP), the DFA will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and local requirements for reporting, finance, and administration. The DFA will ensure payroll processes and adherence to local human resources policies. Oversee and ensure sound management of human resources, financial management, and procurement and grants functions for the project. In close collaboration with the Activity Fund Manager, implement Palladium’s grant and subcontractor tracking system to ensure the timely and compliant execution of all grant and subcontractor agreements.

Required Qualifications:

Bachelor’s degree or higher in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience.At least 5 years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID or other donor-funded programs.Experience in a leadership position on USAID-funded projects in Indonesia is desirable.Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.Experience in managing grants under contract for USAID-funded programs of a similar size.Prior experience in a management role on a USAID funded program highly desiredDemonstrated experience coordinating and collaborating with various stakeholders and grant awardeesKnowledge of Indonesian labor and tax laws and reporting procedures.Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
