Wage range $154,164.25- $190,462.15 – Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.
POSITION SUMMARY
The Director of Financial Planning and Analysis (DFPA) directs the financial operations of assigned region. Ensures fiscal soundness and discipline of the assigned region and each program within the region. Provides Vice President of FP&A and CFO with accurate and timely information to facilitate operational decisions and helps drive operational initiatives supporting the overall strategy of the Company. Responsible for compliance with applicable laws and regulations, where appropriate.
ESSENTIAL FUNCTIONS
• Demonstrate the Telecare mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders.
• Partner with Operations and Corporate leaders to drive financial results. "Owns" the financial results of assigned region. Develops regional financial forecasts and provides timely and routine updates on status of key operational and financial issues expecting to impact financial performance. Provides financial training to Program administrative and business office staff within the assigned Region.
• Collaborates with Corporate, Regional and Program administrative staff to create strategic and operational plans/budgets.

• Utilizes financial analysis to collaborate with Regional and Program administrative staff to promote efficient use of resources while providing quality services to clients.
• Keeps abreast of and ensures that assigned staff are informed of contractual obligations, regulations and standards to assure implementation and compliance.
• Work with Development on market share opportunities. Responsible for the creation, review and approval of all financial models for Start-Ups and program expansions within the region.
• Drives regional monthly financial operating reviews for assigned region and initiates program financial review calls as needed. Develops financial improvement action plans for programs with significant variances to budget.
• Responsible for the financial functions of the Business Offices in the assigned region.
• Demonstrates an understanding of Telecare's customers including clients/client’s families and governmental agencies in all interactions and conduct.
• Actively participates in meeting customer needs and adapting to changing customer needs at all times.
• Maintains consistent positive relations throughout the programs in the assigned region with managers, employees, residents and families.
• Supervise a regional team that includes Regional Finance Managers, Financial Analysts, and Regional Business Office Managers.
• Makes use of management practices that include empowerment of staff, the provision of clear and concise expectations regarding duties assigned to employees, frequent feedback focusing on both positive and problematic aspects of work performance and other management practices that are consistent with Continuous Quality improvement.
• Provides coaching and development planning to assigned staff to allow for achievement of their professional goals.
• Participates and encourages participation from staff in activities, including professional and trade organizations, that promote mental health services.
• Establishes and maintains the job specifications and descriptions for assigned staff.
• Orients and trains new and existing staff.
• Provides financial training to Program administrative and business office staff within the assigned Region.
• Reviews and analyzes corporate and program fiscal policies and procedures and makes recommendations for revisions and methods to increase efficiency and effectiveness.
• Assists in the formulation of Corporate fiscal policies and procedures and regularly monitors compliance by the programs.
• Provides direction and policy interpretation to Regional and Program staff on financial and administrative matters.
• Ensures dissemination and implementation of policy and procedural changes within the programs in the assigned region.
Duties and responsibilities may be added, deleted and/or changed at the discretion of management.
Position requires driving own personal vehicle for company business such as trainings, offsite meetings, etc.
QUALIFICATIONS
Required:
• Five (5) years of finance and budgeting experience, at least three (3) of which was spent in the healthcare field, involving financial analysis, budgeting a third-party reimbursement is required. A degree in Business, Accounting or Finance is required.
• Demonstrates strong ability to make decisions and use sound judgment; attentive to details and assumes accountability for consequences of actions taken.
• Possess strong research and analytical skills and the ability to set priorities and forecast needs.
• The ability to function independently, to work effectively with a wide variety of individuals and to maintain confidentiality of materials and information is essential.
• Strong leadership and management skills.
• Ability to communicate clearly and effectively with individuals at all levels of the organization and possess strong presentation skills.
• Ability to use computers and various financial systems to compile relevant information for the generation of reports, spreadsheets, and other documents.
• There will be travel throughout the region in order to perform required duties (amount to vary depending on size of region).
• The ability to read, write and speak English is crucial.
• A valid state driver's license and proof of insurance is required.
• Applicant must be fingerprinted, sign under penalty of perjury that there has been no conviction of any crime, other than minor traffic offenses and receive clearance from the Department of Justice
• All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. Preferred:
• A working knowledge of Social Security, Medicaid and other government assistance programs.
• Working knowledge of billing & reimbursement procedures, timekeeping and payroll procedures.
• Broad knowledge of standard office procedures.
SKILLS
• A high degree of computer literacy and experience with networked environments.
• Possession of analytical and problem-solving skills and the ability to communicate effectively is crucial.
• Strong management and leadership skills and possesses the ability to prioritize and manage multiple tasks with minimum supervision.
PHYSICAL DEMANDS
The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
The employee is occasionally required to stand, walk, bend, twist, reach, do simple grasping and lift and carry items weighing 25 pounds or less as well as to frequently sit. The position requires manual deviation, repetition and dexterity and to occasionally drive.
