The State of Connecticut (https://portal.ct.gov/) , Department of Children and Families (DCF (https://portal.ct.gov/dcf) ) is currently accepting applications for a Program Director of Human Trafficking and Gender Responsive Services (Children and Families Program Director 1 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=1943MP&R1=&R3=) ). The Director of Human Trafficking and Gender Responsive Services will join a team of Child Welfare Directors in the Clinical and Community Consultation Support Division (CCCSD at DCF Central Office). The CCCSD provides statewide clinical consultation and support to all 14 DCF area offices, oversees contracts related to services for families and children involved with DCF, fatherhood services, and the Carelon administrative service organization. We serve to enhance child welfare responses and interventions.

+ Our team follows a hybrid schedule. This position will be eligible for a hybrid schedule following successful completion of the probationary period.

The Connecticut Department of Children and Families (https://portal.ct.gov/dcf) is responsible for developing training programs to help identify and report human trafficking (to law enforcement, educators, medical professionals, congregate care providers, DCF staff and other community providers). DCF also works to provide services to child victims of human trafficking. These responsibilities are related to existing state statutes and laws.
The Role:
In this role, you would be responsible for providing external leadership and internal program design and implementation of the established Human Trafficking and Gender Responsive Services in Child Protection Services. Additionally, the incumbent will function as the public face for DCF regarding human trafficking matters.
Along with other duties as needed, the successful candidate will:
+ Promote anti-trafficking and gender responsive services in all aspects of the child welfare system and in CT.
+ Oversees Human Antitrafficking Response Team (HART).
+ Provide contract and program management for the CAC Multidisciplinary Teams coordinators, Survivor Care/ Love 146 and the Governor's Task Force for Justice of Abused Children (GTFJAC) Coordinator.
+ Develop and monitor data dashboard, performance measures, and quality assurance process.
+ Prepare federal and state quarterly and yearly child trafficking data reports.
+ Design and provide curriculum development, training, and case consultation - including training data, training evaluations and online training development.
+ Serve as lead consultant to DCF in human trafficking cases.
+ Develop and revise policy.
+ Identify, prepare and monitor grant and funding opportunities.
+ Serve as the agency lead representative for statewide Governor's Taskforce, councils, committees, and workgroups (including with law enforcement, homeland security, FBI, medical professionals).
+ Authorize and promote activities.
+ Represent DCF at press conferences, legislative hearings, conferences, and media interviews.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Children and Families this class is accountable for directing administrative support and/or program services.
EXAMPLES OF DUTIES
+ Directs staff and operations of the assigned area of responsibility;
+ Coordinates, plans and manages program activities;
+ Formulates program goals and objectives;
+ Develops or assists in development of related policy;
+ Interprets and administers pertinent laws;

+ Assists in directing and coordinating allocation of staff and resources to maintain service delivery system or program;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in the field of child welfare programs, children's protective services, foster services, adoption or social and human services.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity with responsibility for planning, development, implementation or supervision of administrative or program services in child welfare, children's protective services, children's mental health or juvenile justice.
NOTE: For state employees this experience is interpreted at the level of a Children and Families Program Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College education may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree or other advanced degree in the behavioral sciences, public administration, education, social work or a closely related field may be substituted for one (1) additional year of the General Experience.
NOTE: Closely related fields are child welfare, applied sociology, social and/or human services, clinical psychology, child development, criminal justice, counseling, human development and family relations, human service, marriage and family therapy.
PREFERRED QUALIFICATIONS
+ Experience with human (child) trafficking and gender responsive approaches, laws, services and interventions.
+ Experience and knowledge with the legislative process.
+ Experience collaborating with key partners.
+ Experience in visual communication skills, impactful presentations and engaging audiences.
+ Demonstrated data interpretation skills utilizing advanced analytical techniques to inform decision-making.
+ Experience with contract management.
+ Experience writing federal and state grant and report writing.
+ Experience working on cases of sexual and physical abuse.
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
+ Incumbents in this class may be required to travel.
