About the Division of Policy and Public Affairs:
The DCR’s Division of Policy and Public Affairs helps bring the agency and our mission to life through the Legislative Affairs, Visitor Services and Engagement, Special Events, and Community Relations teams. This dynamic team helps shape policy by working closely with Legislators as well as conduct public meetings, engage with constituents, and work with partners on world class events such as Boston’s July 4th Celebration and the Head of the Charles Regatta.
This role is critical in managing and enhancing the Department's relationships with key external stakeholders, including other Commonwealth Executive Branch agencies, government officials, advocacy groups, and the public, as well as overseeing policy development and implementation. The Director will work closely with the Ombudsperson, Deputy Commissioner of Policy and Public Affairs and the senior leadership team to advance the Department's mission and strategic goals through effective communication, partnerships, advocacy, and policy initiatives.
Key Responsibilities:
Policy Development and Implementation: Lead the formulation and execution of policy initiatives, in partnership with the DCR Senior Director of Strategic Readiness Initiatives, that align with the Department's strategic goals. Collaborate with internal teams to research, analyze, and advocate for internal and public-facing policies that support DCR's mission.Public Affairs and Advocacy: Coordinate the Department's public affairs efforts, including the development and implementation of advocacy strategies to support legislative and policy priorities. Stakeholder Engagement: Develop and maintain strong relationships with local, state, and federal government officials, community organizations, advocacy groups, and other external partners to advance the Department's objectives. Promote and monitor legislation, regulatory developments, and public policy priorities and provide oral and written reports on status of legislation, policies and other governmental initiatives.Event Management: Work closely with the Public Engagement team to ensure all widespread outreach for public meetings.Represent the agency at intergovernmental meetings, public forums, and other events as required.Proactively develop relationships by serving as intergovernmental liaison with executive department agencies, Federal agencies, and municipalities.Identify and anticipate places where the department lacks the policies and procedures needed to respond to unique situations that evoke a strong community response.Ensure efficient communication with partners, government officials, other government agencies and the public.Work closely with the Commissioner and senior to identify challenges and anticipate places where new and updated policies are needed. operations.PREFERRED QUALIFICATIONS
At least seven (7) years of professional experience in public affairs, communications, or policy, with at least four (4) years in a managerial or supervisory capacity.Proven track record of successfully developing and implementing communications, public affairs, and policy strategies. Strong understanding of government relations, legislative processes, and policy development. Excellent written and verbal communication skills, with the ability to effectively engage diverse audiences. Demonstrated ability to build and maintain relationships with key stakeholders. Strong leadership skills to collaborate with external stakeholders.Ability to work in a fast-paced environment and manage multiple priorities.
