The Assistant Director of Investigations (DOI) position is in our Investigations Division. This is an unclassified position with a minimum salary of $150,000.

Qualifications:
The Assistant Director of Investigations shall be a Louisiana-licensed physician who has engaged in the active practice of medicine for at least five years and who maintains board certification. The Assistant Director of Investigations shall devote full time to the duties of the position and may not accept or engage in additional employment. In extraordinary circumstances, at the sole discretion of the organization, and with prior approval, the Assistant Director of Investigations may perform limited or occasional services for compensation, so long as such work is not for a licensee of the organization and does not involve the clinical practice of medicine.
The Assistant Director of Investigations shall be fully knowledgeable of and compliant with the Louisiana Code of Governmental Ethics.
Duties and Responsibilities:
The Assistant Director of Investigations assists in providing leadership regarding investigations, including but not limited to:
+ Assist with managing the investigations function;
+ Assist with developing and implementing guidelines and practices for conducting effective investigations, ensuring proper application of due process principles;
+ Assist with developing and implementing workflow improvement policies;
+ Perform malpractice reviews and generate reports regarding same;
+ Conduct investigations for high priority and/or complex cases and other cases as assigned; and
+ Perform additional duties and provide other assistance as directed.
Functions / Key Results Expected
At the request and/or direction of the Director of Investigations, the Assistant DOI shall:
+ Assist with formulating and implementing policies and procedures for the management of investigations into complaints of violations of the various practice acts and/or rules governing licensees of the Board;
+ Assist with managing the investigation function efficiently in order to meet the needs of the organization as well as the expectations of all stakeholders, including the timely execution of investigations;
+ Assist with planning and directing the conduct of investigations in accordance with established standards, policies, and procedures, ensuring that the resulting reports are of a high quality and issued timely;
+ Support the Director of Investigations with managing, guiding, and training LSBME investigation staff, and fostering teamwork and communication among staff across organizational boundaries;
+ Interact with others within and outside of the organization on investigation matters.
Management of the Investigation function – strategic
At the request and/or the direction of the Director of Investigations, the Assistant DOI shall:
+ Contribute to the continuous improvement of LSBME’s policies and procedures for addressing non- compliance, and other policies and procedures relevant to the investigation function;
+ Assist with streamlining the investigations process to ensure timely execution of investigations, including assisting with formulating and implementing policies and procedures to minimize the occurrence of prolonged investigations;
+ Formulate, monitor, and report on an annual work plan for investigations;
+ Assist with establishing and maintaining internal policies and procedures in accordance with generally accepted standards for investigations, and ensure that all relevant staff are properly educated on these;
+ Prepare periodic reports on the status and results of investigations for the information of senior management, and as appropriate, Board members and the Legislative Audit Advisory Committee;
+ Identify systematic weaknesses and deficiencies encountered in investigations and submit draft management letters with recommendations to the Director for submission to Board members;
+ Maintain current knowledge of best practices and standards for investigations;
+ Assist with formulation and implementation of a strategy for educating staff and external stakeholders on the investigation function, including but not limited to, how it operates and how it helps to strengthen integrity and accountability.
Key results expected: An efficient and effective and independent investigation function that helps strengthen integrity and accountability in LSBME.
Management of the investigation function – operational
At the request and/or direction of the Director of Investigations, the Assistant DOI shall:
+ Maintain, update, and evaluate intake system for categorizing and prioritizing all complaints in terms of risk and complexity; allocate cases to individual investigators to ensure timely completion of investigations;
+ Maintain and evaluate a comprehensive case management system for the effective tracking and management of, and reporting on, cases at all stages of investigations;
+ Provide guidance to investigators and RN practice consultants to ensure that their work conforms to established standards and procedures and is completed in a timely manner;
+ Perform investigations of high priority, sensitive and /or complex cases, and such other cases as necessary and appropriate;
+ Assist with site visits;
+ Assist with review and investigation of license application “yes” answers;
+ Assist attorneys, investigation counsel, and legal staff as needed;
+ Assist with adjudications as needed;
+ Ensure that all investigations are properly documented in accordance with best practices and standards, and ensure that all findings are properly cross-referenced to the final report;
+ Establish and maintain a quality assurance function to ensure investigations are conducted in compliance with established standards and procedures and that reports meet quality standards;
+ Ensure that investigations are completed and reports are issued in a timely manner;
+ Assist with maintaining communication between the Director of Investigations and other internal executive staff as well as external stakeholders on matters of concern regarding investigation process or results;
+ Explore and create effective synergies between Investigations and the Licensure Department;
+ Explore and implement opportunities for shortening the investigation process shorter without compromising due process and staff welfare.
