Job Highlights:This Opportunity:The Director of Operations Psychosocial Rehabilitation (PSR) and Peer Support Services (PSS) is responsible for overseeing the management, operation, and continuous improvement of both PSR and PSS programs. These programs are designed to support adults with psychiatric disabilities or mental health and substance use disorders, focusing on helping beneficiaries develop functional, social, vocational, and educational skills to live as independently as possible. The Director ensures that both services are grounded in the principles of recovery, promoting self-determination, community integration, and the achievement of individualized goals as outlined in each beneficiary’s Person-Centered Plan (PCP). This role includes leadership of multidisciplinary teams, program coordination, quality assurance, and community engagement.What You'll Do:Program Leadership & Management:
Provide leadership and strategic direction for both the PSR and PSS programs, ensuring alignment with the organization’s mission and values, particularly in supporting beneficiaries to live independently and manage their mental health or substance use disorders.Oversee the implementation of individualized interventions for both PSR and PSS programs that focus on skill development, recovery, and community integration.Ensure services are tailored to meet the unique needs of beneficiaries, promoting independence, self-sufficiency, and community involvement.Ensure PSR and PSS services are in compliance with all relevant regulations, including Medicaid requirements and other state guidelines.Assume responsibility for setting up systems and monitoring those systems to ensure administrative duties for the PSR service lines are completed effectively, accurately, at a high level, and within agency specified timelines, including all evidenced base practices in accordance to PSR services.Team Supervision & Development:
Supervise and support multidisciplinary teams, including PSR providers, Certified Peer Support Specialists (CPSS), case managers, and other clinical or support staff.Provide regular clinical and administrative supervision to staff to ensure high standards of care, adherence to best practices, and ongoing professional development.Coordinate staff training in recovery-based practices, peer support models, and Person-Centered Planning to ensure services are delivered with respect, dignity, and a focus on beneficiary choice.Foster a positive and collaborative work environment that supports staff engagement, retention, and job satisfaction.Service Coordination & Delivery:
Oversee the delivery of PSR services, including skill development in areas such as community living (housekeeping, cooking, transportation), personal care (medication management, grooming), social relationships, and vocational/educational activities.Ensure that PSS are provided by Certified Peer Support Specialists, using a peer-led, recovery-oriented model to assist beneficiaries with mental health or substance use challenges in their recovery journey.Oversight of development of individualized treatment plans based on each beneficiary’s needs, goals, and preferences, ensuring coordination between PSR and PSS services and integration with other mental health or substance use treatments.Monitor service delivery to ensure interventions are meaningful, relevant, and effective in promoting long-term recovery and community integration.Quality Assurance & Program Evaluation:
Monitor and evaluate the effectiveness of both PSR and PSS programs through regular assessments of beneficiary progress, feedback, and outcome measures.Ensure that services are documented in compliance with organizational and regulatory standards, including regular reviews of Person-Centered Plans (PCPs) and treatment interventions.Implement and maintain quality assurance processes, including regular audits, case reviews, and outcome tracking to ensure program goals are being met.Conduct periodic evaluations of the PSR and PSS programs, identifying areas for improvement and implementing corrective actions to optimize service delivery.Develop and present to Executive Management well thought out proposals for development and implementation of new programs/services and any changes to current services provisions. Ensure all services implemented are based on best practice/emerging best practice guidelines and protocols.Community Engagement & Resource Development:
Establish and maintain relationships with community organizations, healthcare providers, advocacy groups, and other relevant entities to expand resources and support services for beneficiaries.Advocate for the integration of PSR and PSS services within broader community mental health, substance use, and social services systems, ensuring seamless service coordination.Promote the involvement of beneficiaries in community opportunities related to education, employment, social relationships, and personal development.Crisis Management & Support:
Ensure that PSR and PSS services are equipped to support beneficiaries in crisis situations, promoting early intervention and de-escalation techniques when necessary.Develop and oversee crisis intervention protocols within the PSR and PSS programs, ensuring that staff are trained to respond effectively to emergencies or critical situations.Provide direct intervention when needed, particularly in cases where a beneficiary’s recovery process requires additional support or stabilization.Financial & Resource Management:
Manage the PSR and PSS program budgets, ensuring that financial resources are allocated effectively to support service delivery, staff development, and operational needs.Work to secure additional funding opportunities for program growth, including grants, partnerships, or other resource avenues to enhance service offerings.Ensure that all resources, including staff time and materials, are used efficiently and in alignment with program goals.Advocacy & Stakeholder Communication:
Represent the organization in meetings with external stakeholders, including funders, regulators, and community partners, to advocate for the needs of beneficiaries and the continued development of PSR and PSS services.Promote public awareness of the importance of peer support, recovery-based approaches, and psychosocial rehabilitation in the broader mental health and substance use treatment community.Ensure clear, consistent communication with all stakeholders regarding the goals, progress, and outcomes of the PSR and PSS programs.Assume responsibility for developing and cultivating appropriate referral sources by maintaining positive working relationships within the communities served, including with individuals, families, staff, monitoring and licensing agencies, organizations, and funders.Attend, actively participate, and take leadership roles in community meetings within the assigned enhanced services area, as well as cross-functional team meetings. Be a leader in the community.Attend meetings such as provider meetings with the funding source(s), audits, survey team meetings, staff meeting, agency meetings, treatment team meetings, board meetings, and other meetings that may be relevant to the operations of the PSR service line.Administrative Oversite/Position Requirements
Administrative duties include but are not limited to overseeing processes such as timesheets, payables, billing, supervision model, Human Resources (HR) processes, triage, clinical documentation in agency EHR.Develop a system of clear communication for staff, including, but not limited to, holding regular staff meetings to facilitate dissemination of accurate and up-to-date information, preparation, and distribution of weekly memos, one-to-one communication, etc. Ensure systems that are in place provide a means for effective communication across shifts, teams, divisions and between consultants, professionals, outside agencies, families and management staff.Develop a mechanism to ensure staff schedules and general daily operations meet the demands of the people being supported.Complete investigations regarding incidents and complaints as received both internally and externally. Provide supervisory follow-up as needed.Provide effective administrative supervision and oversight, as applicable and within generally accepted agency guidelines, to assigned geographical area and staff.Maintain familiarity with all external and internal standards. Responsible for assuring systems are in place to monitor program compliance.Monitor and assess the quality of services delivered, including, but not limited to, conducting audits of charts, overseeing the peer review process, direct observation of staff, and other activities as deemed appropriate.
