The Human Resources Division (HRD) is an agency within the Executive Office for Administration and Finance. HRD provides support and oversight to state agencies in all matters relating to the Commonwealth's classification, compensation, benefits, recruitment, training & employee development, civil rights, collective bargaining and workers compensation administration. *POSITION OVERVIEW:* /Are you passionate about building and maintaining a skilled and diverse, mission-oriented workforce?/ / / /Do you bring executive-level experience and a proven track record of identifying and implementing fresh ideas on recruitment, retention and employee development programs?/ / / /Come join us!/ HRD is seeking an experienced, creative, strategic, results-oriented professional to join our executive team and lead our enterprise recruitment, retention, and professional development activities. This is a high-level position that: oversees the learning strategy and platform for our 46,000 executive department employees; works with our Secretariat colleagues to attract a high performing workforce and will help oversee the development of a new talent management platform; and promotes and develops new retention opportunities for our existing employees. The Director of Organizational Development and Talent Management oversees a team of talented and experienced HR professionals that are focused on enterprise-wide talent acquisition, learning and development, and employee engagement and retention. In this exciting role, the Director will oversee the strategy, policies, procedures and new initiatives for this important unit in HRD. *PRIMARY DUTIES: * *_Organizational Learning & Development: _* *__*/Oversee and work with organizational learning and development leadership to:/ * Identify the opportunities, strategies and tactics necessary to deliver a comprehensive learning and development strategy that enhances our workforce’s skills, knowledge and competencies. * Evaluate, assess and improve the Executive Branch’s learning and development curriculum, including updating annually required training for our 46,000 employees, based upon needs assessments, business demands and stakeholder engagement. * Develop and implement performance measurements and improvements of the Commonwealth’s learning and development platform. * Work with the Executive Branch departments to develop and implement best-in-class learning and development that aligns with the specific needs of the many departments and divisions in the Executive Branch. *_Talent Acquisition:_* *__*/Oversee and work with talent acquisition leadership to:/ * Make strategic and tactical, high-impact contributions to better source, develop, place, measure and analyze a world-class and diverse talent pool and pipeline, from bargaining unit to management roles, at every level of experience, across our entire enterprise. * Work with a variety of stakeholders to build a new Executive Department talent management platform that is appealing to candidates and responsive to HR employees’ needs. * Develop and implement strategies that assist enterprise sourcing and placement of a highly qualified, diverse talent pool and pipeline, particularly around hard-to-fill positions and skills-based hiring. * Find and foster opportunities to develop recruiting communities of practice with local recruiters and HR staff, and tools to assist hiring managers. * Partner with HRD’s Office of Diversity and Equal Opportunity team to develop strategies that will ensure the Commonwealth is attracting and hiring a diverse and qualified workforce that reflects the population of the Commonwealth. *_Employee Engagement & Retention:_* *__*/Oversee and work with employee engagement leadership to:/ * Identify internal and external opportunities to promote the Commonwealth as an employer of choice, including opportunities to create the Executive Department’s enterprise employment brand and employee value proposition. * Oversee a variety of enterprise-wide employee engagement programs, including the Executive Department’s Performance Recognition Program. * Identify and deliver new employee engagement and retention opportunities that capitalize on employee internal career growth opportunities. *PREFERRED QUALIFICATIONS:* * 10 years’ experience in senior-level leadership roles, managing progressive and innovative talent acquisition, organizational development and employee experience initiatives, and overseeing teams of HR and/or HR adjacent staff. * Substantial experience in public administration, academic or nonprofit sectors with managerial experience that demonstrates the ability to administer a statewide unit and its staff. * Successful experience working across large and diverse organizations. * Proven ability to provide executive-level guidance to major organizational projects and initiatives, including assessing needs, identifying strategies and metrics, weighing options, and delivering solutions. * Ability to shape and implement public policy and programming. * Leadership experience representing officials and executives with both internal and external partners and collaborators. * Expert development and delivery of substantive presentations to executive-level audiences * Significant and proven skills in collaboration, persuasion and influence, along with exceptional communication skills. * Proven ability to listen to constituents and provide constructive feedback.
