Responsibilities What You'll Do: The Director of Pricing will provide strategic pricing leadership to win competitive federal contracts across the company. Supervises all day-to-day activities and functions of the Pricing Department. Provides appropriate guidance to the pricing team to ensure fully complaint and complete cost volumes for all bids. Key ability to ensure accurate and compliant cost data is developed for both new business proposals and contract modifications and makes recommendations on methods, procedures and techniques to be used in cost proposal preparation. Develops compliant FAR part 15.4 proposals as well as termination proposals and request for equitable adjustment proposals. Ensure adequate pricing in compliance with the Estimating System Manual, Government regulations and guidelines. Assists other personnel in developing cost strategies and ensuring competitive proposals are submitted. Additionally, ensures the pricing file and cost volume reflect the proposal concept of execution and fully meet corporate financial targets and direction. Participates in the preparation and presentation of proposal cost data to Senior Management. Tracks the workload in the department and allocate work assignments appropriately. Proven success in interfacing with DCAA on proposal audit and Estimating System inquiries. Key Responsibilities: Provides strategic pricing direction to increase the company’s opportunity to win work. Supervises and manages the departmental staff. Determine optimal staffing/shift schedules. Leads collaboration with the Estimating Team as it develops quantifiable, verifiable, and auditable Bases of Estimate (BOEs) that are fully compliant with RFP requirements. Ensures comprehensive research to determine required labor and ODCs including: staffing mix and quantities, labor categories/ nationalities, training, certifications; vehicles, equipment, materials, and all other criteria. Supports efforts to ensure that the Estimating System remains approved. Supports updates to the Estimating System Manual and delivery of Estimating System training courses. Ensures Pricing Team develops formats for cost proposal data to comply with Government and commercial customer requirements and the Corporate Estimating Manual. Ensures department has adequate pricing software to enable accurate and compliant submissions. Reviews pricing data, and makes recommendations on methods, procedures, and techniques for pricing proposals. Develops pricing models and templates. Participates in strategy meetings and provides input on cost related matters, including cost strategy for initial proposal and subsequent revisions. Frequent interaction with Capture and Proposal Managers in building the overall strategy. Ensures price proposals are prepared in accordance with FAR, CAS applicable laws and regulations, and Corporate Disclosure Statement. Supports DCAA audits as applicable. Prepares and presents pricing presentations and advice to Senior Management. Participates in management review and analysis of proposals (e.g. Color Team Reviews and strategy sessions). Performs all other duties as assigned. Qualifications Minimum Qualifications: Education Bachelors degree in a related field or an equivalent combination of education and experience from which comparable knowledge and job skills can be obtained. Experience Minimum of six (6) years of experience in cost proposal work of a similar nature. Must possess an understanding of techniques and procedures used in development of cost proposals and must be capable of independent judgment and operation. Experienced in working with U.S. Government contracts to include Department of Labor cost related regulations and directives. Demonstrated experience providing guidance to others on how to develop compliant FAR part 15.4 proposals as well as termination proposals and request for equitable adjustment proposals. Effective team leader in general business development with specific expertise in pricing. Proven experience leading teams to win competitive federal contracts. Experience with industry leading tools for cost-effective, high-quality proposal generation. Other Requirements: United States citizenship. Possession of DoD active secret clearance required to start. Top Secret / SCI eligible desired. Ability to travel to company, project and/or customer locations up to 20%. May work extended hours. Desired Qualifications: Education: Masters degree preferred. Experience: Prefer prior experience as a department head with budget accountability and personnel performance responsibility. Skills and Technology Used: Analytical Thinking and Problem Solving: Possesses critical thinking skills to synthesize scenarios and diverse perspectives to problem solving. Naturally inquisitive, curious in seeking out information for understanding and decision making. Must be able to quickly process fact patterns, draw a conclusion and take action. Able to interpret and analyze complex cost and pricing data to identify trends, patterns, and areas for improvement. Proficiency in using data analytics tools and software. Cost Proposals/Business Development Acumen: Comprehensive knowledge of the techniques and practices of government or commercial cost proposal development, regulations and procedures concerning bidding, pricing and procurement. Knowledge of and has experience in Business Development lifecycle processes (such as Shipley or other industry standards). Possess an understanding of budgeting, financial forecasting, and cost management related to cost proposals. Ability to analyze the financial impact of pricing decisions on the organization. Able to identify, assess, and mitigate risks related to pricing strategies and cost proposals, including financial risks, compliance risks, and operational risks. Knowledge of best practices for managing and optimizing pricing processes to improve efficiency and effectiveness. Strong ability to multitask with numerous high priority demands in an intense, deadline-driven environment is a must. Ability to maintain strict compliance with V2X policies and procedures relating to our Business Ethics and Code of Conduct, in addition to specific procurement regulations established by the federal government. Demonstrates the highest degree of safeguarding confidential, sensitive, business, and employee data. Able to adjust information and deliver key messages with clarity, confidence and poise to instill confidence in company and customer management. Able to manage multiple cost proposal tasks simultaneously while delivering accurate results on time and within the RFP scope to meet cost proposal deliverables, milestones, and timelines. The following salary range is intended to display the value of the company’s base pay compensation and may be modified at the discretion of the company. USD $ 70,000 - $135,000 Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
