Primary Duties
1. Develops and presents regulatory compliance strategy to ensure compliance with applicable laws, regulations, ordinances, and codes.
2. Serves as a primary contact point with the Railroad Commission of Texas for natural gas pipeline safety issues.
3. Collaborates with compliance managers of other divisions to integrate operating qualification activities into Atmos program.
4. Develops and provides an operational impact assessment of proposed legislation, proposed rulemakings, and developing trends and issues.
5. Reviews and analyzes Safety Evaluations to determine and anticipate industry trends and issues.
6. Coordinates and develops Safety Evaluation Responses to the Texas Railroad Commission.
7. Reviews all Gas Asset Services, Compliance Reporting information for accuracy, completeness, and presentation in a manner most favorable to the Company.
8. Oversees and coordinates the review and analysis of municipal ordinances such as right of way ordinances and structural placement ordinances.
9. Coordinates and monitors division franchise process to ensure that they have been properly approved.
10. Coordinates regulatory support activities for rate cases and other regulatory filings.
11. Reviews contracts and provides legal assistance regarding right-of-way issues, Texas DOT (Department of Transportation) issues, and filing abandonment issues.
12. Performs other relates duties as required.
MINIMUM REQUIREMENTS
EDUCATIONAL/EXPERIENCE LEVEL:
1. Bachelor's degree in Business Administration and seven years experience in the field of safety and/or compliance management; or
2. A general education knowledge normally acquired through a high school diploma or a General Equivalency Diploma (GED) and nine years of progressively responsible related experience in the natural gas industry.
COMMUNICATION SKILLS:
Requires the ability to communicate with internal and/or external contacts in order to obtain and/or provide explanations and/or modifications on technical or other complex concepts to individuals with little or no background in the area under discussion.
NUMERIC SKILLS:
Requires the ability to perform algebraic, trigonometric, geometric operation or moderately complex statistical methods and/or apply high level accounting methods for financial reporting.
WORK CONDITIONS:
Primary job responsibilities require work inside an office environment. Some Travel required.
