Tyonek Services Group (Tyonek) is an 8(a) Native American Corporation formed under the Alaska Native Claims Settlement Act of 1971 (ANCSA). We are looking for a strategic and experienced Director of Subcontracts and Procurement to oversee all aspects of our subcontracting and procurement activities. The ideal candidate will have a deep understanding of federal procurement regulations, particularly those related to the DoD, and will be responsible for ensuring compliance, managing relationships with subcontractors, and optimizing procurement processes.\n
Duties\n\nDevelop and implement procurement strategies that align with company goals and DoD regulations.\nOversee the entire subcontracting process, including sourcing, negotiating, and managing subcontractor performance.\nEnsure compliance with all federal, state, and local procurement regulations, particularly the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).\nCollaborate with program\/project managers and other stakeholders to identify procurement needs and develop effective solutions.\nPrepare and present procurement reports, updates, and strategic plans to senior management and stakeholders.\nConduct market research to identify potential subcontractors and evaluate their capabilities.\nManage and mentor procurement team members, fostering a culture of continuous improvement.\nDevelop and implement policies and procedures to obtain and maintain CPSR compliance.\nIdentify and implement purchasing\/subcontract process improvements to streamline and improve efficiencies.\nSchedule and execute periodic evaluations to ensure suppliers adhere to contracts and agreements.\nMaintain compliance with all regulatory requirements and ethical standards related to procurement, including FAR, DFARS, industry standards, etc.\nEstablish relationships and negotiate agreements with suppliers to drive down cost and reduce program risk.\nEstablish annual goals and objectives (including stretch targets) in coordination with corporate objectives and manage team and individual performance to achieve those goals.\nOther duties as assigned\n\n
Education\/Experience Requirements\n\nBachelor's degree in related field required; master's degree preferred.\nMinimum of ten years' experience in procurement and subcontract management, preferably within the defense sector.\nMinimum five years' experience in Subcontracts\/Procurement Manager or higher position.\nStrong knowledge of complex ERP systems.\nDeltek Costpoint experience desired.\nStrong knowledge of federal procurement regulations and compliance requirements (CPSR).\nProven track record of successfully managing subcontractor relationships and negotiations.\nExcellent analytical, organizational, and communication skills.\nAbility to work in a fast-paced environment and manage multiple priorities effectively.\nProven track record in leading people (setting direction, alignment, motivation) and coaching in a multi-disciplinary teamwork environment.\nWell organized, trustworthy, self-motivated, and capable of understanding the \"big picture.\"\nWe maintain a drug-free workplace and perform post-offer, pre-employment substance abuse testing.\n\n
