This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:
+ three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
+ any 2 convictions of reckless driving in the past 3 years;
+ a suspension or revocation of the driver license for moving violations in the past 3 years; and
+ a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Serves as principal assistant to the District Secretary in carrying out the responsibilities through management of all district functions directly related to preconstruction activities of project production. Manages, monitors and coordinates the following functional areas of: Production Management, Design, Surveying & Mapping, Planning, Public Transportation, Project Development & Environment and Efficient Transportation Decision Making (EDTM), Right-of-Way, Eminent Domain and Work Program.
Achieves coordination and resolution of all aspects of Design, Right of Way, and Program Management projects during the preconstruction process in order to attain construction letting objectives and cash flow objectives. Makes decisions with external agencies such as Federal Highway Administration, permitting agencies, utility companies, county and municipal governments, public officials, news media and the public.
Oversees development of transportation needs and provide liaison with the Metropolitan Planning Organizations and local governments, coordinates funding and phasing of Aviation, Rail and Transit programs to ensure compatibility between Transportation Plans and Local Government Comprehensive/Development Plans.
Assists in development of Department's Five-Year Work Program by providing input as to District transportation needs and identify production and planning manpower resources to accomplish programs against available funding.
Determines solutions to specific project and program problems through discussions with individual managers. Ensures the timely completion of production, including coordination of activities of various production and planning units, to ensure accomplishment of work program activities, and to develop realistic production schedules.
Oversees the development of staffing requirements, administers operating budgets, administers approved collective bargaining agreements, reviews and makes policy decisions for settlement of disputes and grievances, and other employee relations, including hiring and other employee actions. Develops District policy and procedures for implementation of production requirements initiated by Central Office.
Monitors preconstruction functions to assure maximum utilization of funds, manpower and time achieved through the utilization of Financial Management (FM) and Primavera Systems.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: This position requires a bachelor’s degree or registration as a Professional Engineer and 15 years of relevant experience in Transportation or Public Administration.
OTHER JOB RELATED REQUIREMENTS: Level 1 Background check is required for this position. A valid class E driver's license is required. Due to the nature of this position, incumbent must respond to emergencies.
