Director Of Tribal Member Development & Advocacy

Position Summary

Under the direct supervision of the Chief Executive Officer, the Director of Tribal Member Development and Advocacy plays a critical role in implementing branding and managing the Tohono O’odham Gaming Enterprise (TOGE) Tribal Member Development program and serves as the advocate for TOGE tribal team members. The Director of Tribal Member Development and Advocacy collaborates with executive and departmental leadership, tribal team members, and others throughout the organization to provide tribal team members who desire opportunities at TOGE with a clear pathway, support and ample opportunity to obtain them. The Director of Tribal Member Development and Advocacy will serve as a resource and advocate for all tribal team members with a focus on assuring their continued success at TOGE.

Essential Duties & Responsibilities

    Implements, manages and improves the TOGE Tribal Member Development Program    Appropriately brands the Tribal Member Development Program    Coordinates the design and implementation of individualized tribal team member development plans to be approved by the property General Manager and COO, which plans shall include a clear pathway for tribal team members to achieve their goals    Provides guidance and assistance to Program participants on attaining the requisite experience and skills identified in the plans, including the establishment of appropriate internships    Provides guidance to Program participants on access institutions necessary to meet the educational requirements of the plans    Provides recommendations and guidance on access to non-traditional learning resources    Provides guidance and assistance to Program participants on resources to finance the educational requirements of the plans     Responsible to monitor and follow-up on the progress of Tohono O’odham team member’s individual development plans    Maintains and updates the status of each tribal team member’s progression through their plan    Proactively communicates and meets individually with each tribal team member    Promotes the Tribal Member Development plan to all tribal team members and non-tribal team members    Responsible for all gathering, tracking, and reporting of Tribal Development Program efforts and overall program progress    Tracks the success of the Tribal Member Development plan through objective and subjective measures    Provides Plan status updates to all stakeholders    Advocates for and assures qualified Program participants are provided opportunities to work in the positions to which they aspire    Advocates for all tribal team members to assure their continued success    Responsible for the day-to-day management and follow-up with support staff     Manage and supervise Program staff and ensure the timely completion of all tasks, assignments, and projects    Continually develops relationships with any programs, services, and key resources on and off the Nation that would support outreach and recruitment for TOGE    Drives ongoing outreach efforts that raise awareness of Tribal Development Program initiatives and services and increases Tohono O’odham tribal member participation    Creates and maintains the Tribal Development Program’s annual budget     Coordinates or performs all necessary administrative functions required to deliver and document Tribal Development Program initiatives and services    Directs and manages the efforts of support staff, modeling workplace performance and behavior expectations and standards    Contributes to a positive and professional work environment by demonstrating internal and external guest service standards    Performs special projects and other duties as assigned

Minimum Qualifications

Education And Experience

Bachelor’s degree plus six (6) years of experience in the Organizational Development, Learning & Development, or related human resources personnel development field; at least three (3) of the six (6) years must have been in a manager capacity or above. Must have a proven track record of dealing successfully within a multi-cultural organization. Must be 18 years of age or older. No felony, theft or stealing convictions. Must be able to pass a pre-employment drug/alcohol screen, background investigation and maintain a gaming license and to include the following:

Knowledge, Abilities, Skills, And Certifications

    Knowledge of Tohono O’odham Tribal programs and resources    Strong cross-cultural interpersonal skills including public speaking and the understanding and willingness to represent the TOGE in a positive way to diverse populations    Ability to market Tribal Member Development Program initiatives and services to eligible Tohono O’odham participants    Knowledge of training design, development, and implementation methodologies    Ability to quickly develop positive, communicative, and collaborative relationships with team members and leadership     Ability to understand strategic vision and the ability to collaborate effectively across teams to execute that vision    Demonstrated skill in leading cross-functional teams including mentoring and team building capabilities    Ability to foster and maintain a positive relationship with other professional agencies and organizations of higher learning    Ability to keep abreast of emerging trends, best practices, and innovations in employee development and adult learning theory    Ability to effectively lead and manage a team of individuals from diverse backgrounds across multiple locations    Ability to facilitate and engage a range of small to large groups    Ability to create, compose and edit written materials    Knowledge of business English, proper spelling, grammar and punctuation    Ability to handle multiple tasks and meet deadlines    Ability to carry out instructions furnished in verbal or written format    Ability to work independently with minimal supervision, as well as collaboratively in a team environment    Skill in Windows Office applications such as Word, Excel, PowerPoint, Publisher and Outlook

Physical Demands

While performing the duties of this job, the employee is regularly required to sit; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk and stand. The employee occasionally is required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.

Work Environment

Work is generally performed in an office and casino setting with exposure to a high noise level. Evening, graveyard, holiday and/or weekend work may be required. Extended hours and irregular shifts may also be required.
