Director Payroll Tax and Compliance
ADP is hiring a Director of Payroll Tax and Compliance, supporting US Payroll Operations with a Global mindset for internal ADP associates and business. This leadership role is instrumental in leading a best-in-class Payroll Tax, Equity Compensation and Compliance programs, while being a critical team leader in support of the overall Global Payroll operations. Furthermore, this role will be responsible for developing and implementing programs focused on impacting global process and product excellence, a high degree global compliance leadership, end-to-end payroll supporting equity compensation program oversight, all while embodying an innovative spirt in the ideation and delivery of future impacting services and solutions.
The Director of Payroll Tax and Compliance will utilize their leadership and management experience with coaching, training, and developing a highly focused, productive and purpose driven team, where building highly productive partnership with end-to-end process stakeholders is required. This position will report directly to the Sr. Director, Global Payroll Shared Services.
RESPONSIBILITIES:
US Tax Operations
Direct and oversee ADP’s Payroll Tax function, while successfully executing business processes and team member leadership in the meeting of all objectives and goals. Ensure the organization is compliant with all multi state, territory or local tax reporting and regulations, to include tax rate updates and system configuration updates. Validate and oversee the management of all tax jurisdiction accounts, along with oversight of third-party support partners. Develop processes and controls to ensure all tax reporting and deposits are made on-time and accurately. Provide US and Global payroll expertise as the point of contact for questions or programs and project engagement related to expatriate payroll, split and shadow payrolls, and payroll instructions. Provide payroll leadership with rollout of new mobility assignment technology, with eventual day-to-day engagement of processing of payroll instructions and payroll deliverables to ensure accurate and timely results. Lead and coordinate multi-state payroll reporting for cross-border associate bonus and equity transactions. Oversee US year-end tax required deliverables and processes, while meeting all reporting and withholding deadlines. Provide strategic and functional guidance with ADP’s Multi-state and Short-Term Business programs. Provide US taxable and non-taxable fringe benefit oversight, management, and audit engagement. Develop and manage the yearly Tax and Compliance associate communication calendar. Daily engagement with Service Case Management system to ensure all assigned cases are completed with required SLA’s while also identifying and formalizing process and service enhancement opportunities. Monitor and partner with development on system updates of supplemental withholding tax rates. Collaborate with US Payroll Operations team to ensure alignment and integration of payroll shared services with broader organizational goals. Coordinates work relating external audits in the periodic review; responsible for the implementation of agreed upon recommendations, related to areas of responsibility, resulting from the audit findings. Manage and facilitate IRS payroll tax audits: preparing responses, creating schedules, etc.
Executive Compensation, Equity and ESPP
Direct and accountable for leading Global Executive Compensation, Global Equity and ESPP program objectives. Develop and implement strong end-to-end process documentation, audit, and controls framework in support of various global equity programs, to include mobile associates and assignees. Lead and accountable for timely and accurate processing of global compensation programs in compliance with local, state, country specific laws and regulations, i.e., bonus payouts, merit adjustments, equity transactions, etc. To include coordination and auditing of program payouts globally with country specific execution. Develop and lead an Executive Compensation White Glove service experience, while also further developing ADP’s A.V.A chat bot capabilities.
Regulatory Compliance and Risk
Ensure that ADP is meeting all required regulatory requirements. Oversee the Global Regulatory Alert Management program. Develop tools and methodologies to identify risks and gaps with both regulatory and internal policy and practice requirements. Monitor legislative and regulatory tax law developments, communicate the effects of these developments to management and the payroll tax team.Continuous Improvement and Innovation
Lead and manage a continuous improvement focus with regards to all processes, programs, and initiatives while in alignment with global payroll quality assurance and controls program. Ensure that all Standard Operating Procedures (“SOPs”), Job-aids and Process Maps are continually updated and documented as part of the global payroll process standardizing management program. Seek to build a system and non-manual based control framework to mitigate single points of failure. Continually monitor applicable business intelligence reporting and provide analysis with recommendations.
QUALIFICATIONS REQUIRED:
5+ years of payroll tax experience to include multi-state, multi-country, and cross-border responsibilities. US end to end payroll operations, shared services, or a related field, with at least 3 years in a leadership role. 5+ years of payroll and tax compliance experience, along with establishing strong audit readiness programs. 3+ years of executive compensation payroll experience, to include global equity and complex compensation program engagement. Knowledge of tax equalization policy, hypothetical tax and mobility payroll tax practice. Bachelor's Degree or its equivalent in education and experience with a major area of concentration in business or accounting preferred or equivalent education and experience.
