Reporting to the Vice President, Business Services and Finance/Chief Financial Officer, the Director provides leadership to the institutional processes associated with the overall strategic leadership for planning and implementation of all purchasing and vendor contracting in support of the College’s mission and strategic plan. The Director oversees the use of the procurement and contracting in the College’s enterprise resources planning platform which is currently in transition from PeopleSoft to Workday. The Director leads a team of three full-time staff in delivering effective and efficient service and support. The Director works cooperatively and collaboratively with various College units, divisions and departments, the College Leadership Team, students, faculty and staff. This position requires high level business acumen, collaborative leadership and organizational and communications skills. This position will be available as posted on or after September 25, 2024 pending the approval by the College of Lake County Board of Trustees. Required Qualification(s) 1. Bachelor’s Degree in Business Administration, Supply Chain or related field 2. A minimum of five (5) years progressively responsible experience in procurement and purchasing leadership, including strategic sourcing contract and bid negotiation. 3. A minimum of three (3) years’ supervisory experience. 4. Must possess applied knowledge of the principles, practices, methods and regulations of public procurement and competitive bidding procedures, along with knowledge of contract language and the ability to interpret the intent and compliance with federal, state and local statutes. 5. Demonstrated knowledge and experience using an Enterprise Resource Planning ( ERP ) system for procurement operations. 6. Demonstrated intermediate Excel and Word skills, and internet research skills. 7. Analytical skills as well as the ability to plan, organize, prioritize, and delegate functions to direct reports. 8. Effective interpersonal and communication (written and verbal) skills with a demonstrated ability to collaborate and influence across all levels of the organization. 9. Ability to maintain confidentiality and exercise sound, ethical judgment and discretion. 10. Demonstrated knowledge and experience in program and project management. 11. Certified Professional Public Buyer ( CPPB ), Certified Purchasing Manager ( CPM ) or Certified Public Purchasing Officer ( CPPO ) through the National Institute of Governmental Purchasing, Institute of Supply Management or other relevant certification agencies 3. Directs the long-range strategic planning, operations and administrative activities of the Procurement Services department, ensuring appropriate and consistent interpretation of and compliance with Federal and State procurement laws, established internal controls, College policies and procedures. 2. Collaborates regularly with key College departments on upcoming procurement activities; providing guidance to determine the optimal and most cost-effective direction for solicitations. 3. Provides leadership in the competitive bid process, acting as the College’s Procurement Officer for all procurement activities including compliance and insurance requirements, evaluating bid responses based on cost, time, quality and performance factors. 4. Prepares written recommendations for award consideration to the Board of Trustees· 5. Make recommendations to internal departments for alternate procurement options such as purchasing cooperatives and educational consortiums 6. Reviews contracts and insurance documents, determines the level of risk to the College and ensures that contract terms and conditions are in the best interest of the College and are not a conflict of interest. 7. Approves contracts as designated by the Vice President of Business Services and Finance. 8. Create a strategic plan for the development and growth of the College’s Business Enterprise ( BEP ) vendor program to meet or exceed the aspirational goal for the state of Illinois. Prepare BEP reports for the ICCB and the state of Illinois. 9. Serve as a liaison between college departments, vendors, government agencies and/or other external organizations. Department Operations, Procedures and Budget Management – 25% 1. Ensures all goods, services and equipment required by internal departments are obtained in the most cost effective and timely manner. 2. Works closely with college departments in reviewing scope of services and/or specifications, and employs critical thinking in reviewing the required bid documents including invitations to bid, request for proposals (RFPs), request for qualifications (RFQs), Request for Information (RFIs), Quality Based Selection ( QBS ) and other formal bid documents. 3. Reviews and approves purchase requisitions, purchase orders, procurement contracts, and other procurement related documents. 4. Provides administration of the College’s procurement card program. 5. Analyzes the effectiveness of current procurement processes and establishes future direction for procurement programs and procedures as needed. 6. Provides project management for the implementation of new procurement initiatives. 7. Establish guidelines for the disposal of capital and surplus equipment. 8. Develop, monitor and implement the annual budget for the Procurement Services department. 9. Manages year-end processes and procedures to ensure procurement’s alignment with finance requirements. 10. Develop and implement procurement training program to empower internal department customer base. 11. Fosters regular, clear and consistent communications within division/department: assuring communications are messaged at all levels of the division and/or department. Personnel Management – 15% 1. Recruit, hire, train and evaluate procurement staff based on the needs of the department. 2. Oversee the assignment of daily work for Procurement Services staff. 3. Assess staff competencies, mentoring, developing and retaining high performing procurement staff. Other Duties – 10% 1. Participate on strategic and/or cross-functional teams and committees in support of division goals and alignment with college priorities. 2. Participate in professional associations/organizations and educational activities that enhance subject matter expertise and leadership competencies, knowledge, understanding and interpersonal skills. Remain knowledgeable of best practices and ensure the College’s policies, procedures, and practices conform to the laws and regulations and align with the mission, vision, values, and strategic goals of the College. 3.
