ICF’s Disaster Management division seeks a Senior Technical Specialist - Architect to join our team immediately! This position is Remote in the United States with required travel.
We are currently searching for highly qualified professionals to support FEMA’s Public Assistance (PA) Program.
As a Senior Technical Specialist - Architect you will coordinate with other technical specialists and project team members to ensure performance of tasks. Responsibilities may include providing comprehensive disaster recovery, grant monitoring services to sub-recipients, and oversee disaster recovery staff and assisting with project management tasks.

Key Responsibilities:
• Create, review and provide guidance on scopes of work, cost alignments and building projects.
• Evaluate facility damages, documents, and photographs pursuant to scope of service consultations.
• Create damaged component inventory and detailed estimate of damage.
• Support cost estimators during project development and project formulation.
• Applying program requirements, policies, procedures and protocols.
• Provide accurate repair cost information to help build competitive estimates.
• Provide detailed review of FEMA project sub-grant applications (project worksheets) for completeness and preparation of version requests.
• Support project team members with technical interpretations and assistance.
• Attend meetings with agencies and applicants to establish assessment of proposed recovery projects, discuss project objectives, and construction budget.
• Consult on Hazard Mitigation, 428 Alternative Procedures, and other FEMA Public Assistance rules and regulations
• Applying knowledge of design, construction procedures, zoning and building codes, and building materials. Will create damage component inventory and detailed estimate of damages.
• Will work on significant and unique issues where analysis of situations or data requires evaluation of intangibles
• Exercises independent judgement in methods, techniques and evaluation criteria for obtaining results
• Works through consultative dialogue toward predetermined long-range objectives. Will also determine and pursue courses of action essential in obtaining desired outcomes

Must Have Requirements:
• 8+ years’ experience, including 3+ years working in disaster recovery and grant monitoring through the federal and state levels of government with emphasis on the FEMA public assistance program.
• 5+ year’s working knowledge of RS Means, Xactimate, FEMA Cost Estimate or applicable web-based cost estimator software.
• 5+ years of experience with FEMA Public Assistance programs, Hazard Mitigation 404, 406, Alternate and Improved Project requirements.
• Licensed Architect.
• Willingness and ability to travel as needed for project needs.
• Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
Preferred Skills/Experience: (may set candidates apart)
• Bachelor’s degree in architecture.
• Prior FEMA Public Assistance including Site Inspector, Cost Estimator, and/or Hazard Mitigation Specialist.
• Experience using FEMA Grants Portal.
Professional Skills: (you bring these with you)
• Ability to use multiple database systems and perform data entry.
• Excellent writing skills, with experience writing technical guidance or procedures.
• Skill in managing multiple projects and stakeholder interests with timeliness, accuracy, and quality.
• Must be computer literate and proficient with MS Office Suite applications (Word, Excel and PowerPoint).
• Must maintain a valid driver’s license in order to operate a company, personal, or rental vehicle
• Willing and able to work evenings and weekends as needed for project needs.
• Excellent analytical and qualitative strategic thinking capabilities and collaboration skills.
• Demonstrable analytical rigor and good judgement under pressure.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$84,533.00 - $143,706.00Nationwide Remote Office (US99)
