Yes County Albany Street Address 50 Wolf Road City Albany State NY Zip Code 12232 Duties Description Duties Description:• Conduct regular correspondence between the Main Office and regional emergency management personnel to ensure consistent statewide preparedness, response, recovery, and mitigation efforts are developed and upheld.• Perform administrative tasks to ensure documentation, contact lists, and data are up to date in all locations.• Attend intra-agency meetings, committees, and exercises to support the Department’s emergency preparedness, response, recovery, and mitigation efforts.• Attend inter-agency meetings and exercises to build relationships with outside partner agencies and to strengthen the Department’s preparedness, response, recovery, and mitigation efforts across the State.• Assist in the facilitation of intra-agency specific training courses to support the Department’s emergency preparedness, response, recovery, and mitigation efforts.• Assist in the facilitation of tabletop exercises, drills, and workshops focusing on various aspects of the Department’s emergency prepared, response, recovery, and mitigation efforts.• Assist in conducting necessary emergency event preparation activities• Maintain and update necessary Department required plans (I.E., Continuity of Operations Plan, Emergency Management Operations Protocol, Playbook, etc.).• Maintain and update various emergency management related manuals and resources. This includes activation resources and materials, software/application user guides, ICS job aids, standard operating procedures, etc. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. four years of emergency management experience as listed below;*Or 2. a specialized associate's degree as listed below** AND two years of emergency management experience as listed below;*Or 3. a specialized bachelor's degree or higher as listed below;***Qualifying experience: For the purposes of this examination qualifying Emergency management experience must include one or more of the following areas:1. Coordination and implementation of emergency management and disaster preparedness programs.2. Preparation or modification of disaster plans.3. Preparation, modification, presentation of disaster educational training and/or exercises.4. Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.5. Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.6. Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law. Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
