ICF's Disaster Management (DM) Division seeks an experienced Disaster Recovery and Mitigation Analyst to support our growing portfolio of nation-wide federal funding of natural disaster recovery and hazard mitigation. This position is Remote U.S. with required travel. This is an early career opportunity.
Compensation: While the range below is broader, this position will offer a salary range in the 60K range, based upon % match to job description, location, etc., as determined by the hiring team. Higher education and experience will not change this salary range.
ICF's Disaster Management (DM) Division is growing, and we are seeking a Recovery and Mitigation Analyst who will support projects and strategic initiatives nation-wide related to federal funding of natural disaster recovery and hazard mitigation. The Disaster Management Division works with state and local government agencies to plan, design, and implement policies and programs that promote increased resilience to disasters and long-term housing, economic and infrastructure recovery after disaster strikes.
Our functional expertise is in planning and preparedness, program management and operations, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering HUD, FEMA, Treasury, DOT and other federally funded disaster recovery programs. We often work in close collaboration with ICF experts across the firm on related issues such as hazard risk mitigation, infrastructure, environmental review, and strategic resilience planning. This professional position reports to a Senior Leader in the Disaster Management Division and is responsible for working with various project teams to prepare deliverables for state and local government clients, assist with business development and research, compile data, and develop proposals and marketing materials. ICF seeks a flexible, passionate professional with an interest and ability to work across a number of activities and with different teams in an exciting and growing field.
Key Responsibilities:
• Support ICF’s disaster management division, specifically projects and initiatives related to natural disaster recovery and hazard mitigation
• Provide support and ultimately lead the tasks of gathering, processing, and analyzing data that inform disaster recovery and hazard mitigation decision-making, especially as this pertains to needs assessments required as part of plans for the use of federal grant funding.
• Provide policy and program management guidance to clients related to federal and state disaster assistance.
• Assist with business development activities, including supporting special initiatives, market research, and proposal development.
• Develop written products and tools for policies, program design and implementation, including the development of analytical tools, charts, tables, and map visuals. Develop language interpreting findings directed at public officials and the general public.
• Project/task delivery in collaboration with colleagues, clients, and stakeholders.
• Strong research and analytical skills, experience working with datasets to identify trends and develop insights, and excellent writing skills to produce clear and concise public-facing documents.

Must Have Qualifications:
• Bachelor’s degree
• 2+ years of professional experience in research, data analysis, public policy, policy analysis, reporting, and/or developing products such as grant policies and procedures, standard operating procedures, public reports or plans, or grant applications/proposals.
• Able and willing to travel (flight/vehicle) for program needs as directed.
Preferred Qualifications: (These may set candidates apart)
• Experience with GIS software to generate maps and analyze geographic data.
• Familiarity with federal grants (HUD, FEMA, Treasury, etc.) or public policy a plus.
• Experience conducting needs assessments to support disaster recovery or mitigation planning.
• Data visualization and programming experience to support automation, including skillsets in Microsoft Excel, statistical analysis, and SQL.
• Data management and analysis skills including experience with national datasets (ex. Census, ACS, SVI), processing data, generating tables and visuals, conducting descriptive statistical analysis, interpreting data and communicating finds through written assessments and compelling narratives.

The pay range for this position based on full-time employment is:
