Disaster Survivor Assistance Specialist

Summary: The Disaster Survivor Assistance (DSA) Specialist supports the FEMA Individuals and Households Program (IHP) as a Housing Inspector working with victims in Federally declared disaster areas. The inspector gathers information needed to support disaster victims’ applications for FEMA assistance. This is a public facing position that requires working closely with individuals and households who could be both physically and mentally traumatized by the circumstances of the disaster. Special work requirements include (1) deploying to disaster areas on short notice for extended periods up to 180 days, (2) ability to interview and work with victims of other cultures and languages, (3) ability to work for up to 12 hours per day, seven days per week to support surge requirements, (4) ability to reside in substandard quarters for extended periods. Responsibilities Essential Job Functions: Using government furnished software, the Housing Inspector shall collect and report disaster-caused residential and personal property losses and verify ownership, occupancy and survivor needs by means approved by FEMA. Help survivors register for FEMA assistance through mobile registration intake centers, in-person, or online systems. Support survivors in completing the required documentation and follow up on the status of their cases. Supports the collection of information gathered by the assessment and other means of verification approved by FEMA (e.g., aerial imagery, or tax data). The data collected from assessments include, but is not limited to: The extent of structural property damage to the home using FEMA provided damage levels and service calls for each cause of damage Measurements of the dwelling (on-site assessments) Confirmation of the dwelling’s overall habitability Verification of ownership, occupancy, and insurance information Validation of applicant information from registration intake Personal property damage to room furnishings and appliances Vehicle damages Verification of household composition Verification of the number of occupied bedrooms Confirmation of medical, dental, funeral disaster related losses and needs Road and bridge access issues And answers to applicant questions providing the next steps in the recovery process Working closely with disaster victims. Attempt to verify the applicant’s name, address, contact information, occupancy and ownership status, and insurance coverage. Walk through the entire home to assess the condition of both damaged and non-damaged areas, noting disaster caused damage to real property (structural) and doing a complete inventory of all damaged and non-damaged essential personal property (appliances, furniture, etc.). Ask questions about disaster-caused losses and expenses including medical expenses, moving and storage expenses, items purchased in response to the disaster, uniforms, supplies, and tools required for school or employment. Take photos of the interior and exterior of the home during the inspection process. The inspector will not: Ask for bank information Climb on roofs or enter crawl spaces Perform other duties as needed. Qualifications Necessary Skills and Knowledge: Strong interpersonal and communication skills, with the ability to interact with diverse populations in stressful situations. Knowledge of FEMA disaster assistance programs, or a willingness to learn through FEMA-provided training. Ability to work in high-pressure environments with minimal supervision and adapt to changing conditions. Excellent organizational skills and attention to detail in data collection and reporting. Minimum Qualifications: High School diploma or GED certificate Minimum of one year of related work experience (insurance adjustor, teaching, sales, Census interviewer etc.) Must pass a battery of employer and FEMA training modules prior to being cleared for deploying Must pass a drug screening prior to being hire Must receive medical clearance prior to deploying Ability to pass a Moderate Level background investigation Possess a valid driver’s license Preferred Qualifications: Bilingual English – Spanish Completed two years of college or equivalent technical experience Previous experience providing FEMA or similar field services Hands-on Emergency Management experience The salary range for this position is $34.62 to $41.35 hourly.
