Dispatcher (DPAS Operator) - Material Control

**Purpose and Scope:**
Provide vehicle dispatch and maintenance clerk services. Provide parts and materials and ensure that motor vehicle and equipment replacement parts meet specifications/quality of original manufacturer's part and required environmental mandates as required by AFI 24-302, paragraphs 1.23 through 1.30 DoD Green Procurement Program GPP. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
**Essential Responsibilities:**
+ Ensure that vehicles dispatched are ready for off-base travel to include having required safety/emergency equipment and that the equipment has been properly maintained IAW AFMAN 24-306.
+ Develop, maintain, and implement an internal vehicle and equipment management plan for the operation, maintenance, and repair of vehicle fleets to meet the minimum vehicle in-commission (VIC) rates using the Government direct system(s) (currently DPAS, GSA Fleet Drive-thru web application, and Logistics, Installations, and Mission Support-Enterprise View (LIMS-EV) IAW AFI 24-302.
+ Responsible for accountability of vehicle fleet, monitoring vehicle data integrity/quality/accuracy, utilizing DPAS, scheduling of maintenance requirements, establishing and managing vehicle control program and analysis with base fleet management IAW AFI 24-302, Chap 4. Fleet Accountability.
+ Document work within DPAS as appropriate and enter mobile maintenance services into DPAS.
+ Submit monthly VIC rates to the COR and 45 LRS via DPAS NLT the 3rd duty day of each month and provide a corrective action plan if VIC rates fall below 90% IAW AFI 24-302.
+ Maintain contact with drivers regarding their location, estimated arrival/return.
+ Alert drivers when urgent condition, HAZMAT or radioactive material needs transport.
+ Keep routing direction/map files to ensure driver scheduled pick up and deliveries are expeditious.
+ Conduct a yard check of all vehicles within maintenance compounds/facilities IAW AFI 24-302.
+ Ensure permits for loads requiring them are obtained prior to driver picking up load and conveys information to driver.
+ Monitor truck locations and movement through constant phone/radio contact to ensure delays are avoided.
+ Maintain Master Vehicle Report (MVR)/ DPAS Inventory Report for each vehicle account.
+ Generate DPAS work orders on vehicles/equipment inspections and repair of USAF owned vehicles IAW instructions outlined in AFI 24-302.
+ Consecutively number sales slips to record issue of parts and supplies from inventory to individual work orders.
+ Provide and manage material acquisition, logistical support, and associated warehouse activities.
+ Issue materials to work activities, to include log materiel costs and close out work tasks in NexGen IT.
+ Ensure any items used in the maintenance, repair, and replacement of real property are available.
+ Receive material, to include maintaining and monitoring stock levels, managing holding areas, managing residual storage.
+ Maintain a bench stock for needed items for emergency work, PM, and highly consumable items to increase material availability and decrease material lead time and airlift requirements.
+ Stock and reorder levels should be based on estimated usage, time to reorder including delivery, and item cost.
+ Input parts data into DPAS NLT one day after issuing parts to a work order.
+ Maintain original parts purchased invoices for duration of contract and shall make sales slips available to Government upon request.
+ Furnish all vehicle and equipment repair parts via the Material CLIN excluding vehicles under warranty.
+ Provide serviceable replacement batteries and battery service for USAF owned vehicles and equipment to include accomplish service, storage, and disposal of batteries IAW federal, state and local directives and AFI 24-302 para 3.25.
**Minimum Position Knowledge, Skills and Abilities Required:**
+ Two (2) years vehicle dispatching and vehicle maintenance clerk.
+ Be qualified to utilize DPAS at full capability.
+ Ability to read and write English is required.
+ Solid communications skills, strong interpersonal skills.
+ Strong ability to work as a member of a diverse, dynamic team.
+ Outstanding problem-solving skills and sound judgment.
+ Requires sponsored by a MP-ICAM Trusted Agent with a favorable background check with current cybersecurity training.
+ Non-U.S. personnel will not be granted a U.S. Common Access Cards (CACs) and must follow procedures for badging and access to Government facilities or installations. Instead, non-US personnel are issued Network Enterprise Alternate Token (NEAT), which is a smart-card for accessing the unclassified AFNet or DoD network.
+ Candidate should be other country national (OCN) or local national (LN).
+ Possess a valid driver’s license. passport from their country have ability to obtain any visa required.
+ Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment. Prior overseas government contracting experience preferred.
**Work Environment, Physical Demands, and Mental Demands:**
+ Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies.
+ Able to lift, carry, and push supplies and boxes up to 50 pounds.
+ This position will be exposed to products of fire to include heat, smoke, toxic fumes, and gasses.
+ Living and working conditions at the assignment location could be remote and uncomfortable.
+ Long hours, exposure to weather and hazardous conditions.
+ Personnel should be aware of moving on short notice and under adverse conditions.
+ Ability to travel domestically and internationally.
